Overview: The Assistant Vice President-Deputy AML-CFT Manager will oversee the day-to-day operations of the Anti-Money Laundering (AML) team, ensuring compliance with the Bank Secrecy Act (BSA) and related AML-CFT regulations. This role involves managing the review and decision-making process for cases, alerts, and Suspicious Activity Reports (SARs), as well as providing leadership and personnel guidance to the AML-CFT team. The Deputy AML-CFT Manager will collaborate with Senior Management, participate in audits and regulatory reviews, and play a critical role in ensuring the bank's AML-CFT program remains effective and up to date.
Key Responsibilities:
SAR Decision and Filing:
Review and approve SARs and AIRs (Alert Investigative Reports) for submission to FinCEN.
Ensure timely case completion in accordance with bank procedures and regulatory guidelines.
Team Management and Leadership:
Manage case and alert workload, assigning tasks to the team to ensure operational efficiency.
Hold biweekly AML-CFT Compliance Solutions (ACS) team meetings and prepare agendas.
Review resumes, interview potential candidates, and provide mentorship and guidance to team members.
Metrics and Reporting:
Track Alert/Case/SAR metrics and provide monthly reports for board review, explaining trends and changes in activity levels.
Maintain logs, including 314(b), subpoenas, TPPP fraud, and RDC logs, and track other key compliance metrics.
Regulatory Support:
Participate in audits, model validations, and support regulatory requests.
Serve as the 314(b) point of contact, managing information exchange and compliance requests.
Quality Control:
Conduct quality control for alerts, cases, and SARs, ensuring accuracy and completeness.
Manage the quality control log and provide feedback to the team on performance.
Training and Development:
Assist with onboarding and training new hires, as well as provide ongoing training to current employees.
Create job aids and standardized procedures to improve efficiency and consistency within the team.
Risk Management:
Make recommendations regarding the closure of bank relationships based on AML, fraud, and risk factors.
Identify procedural gaps and recommend improvements to enhance the effectiveness of the AML-CFT program and relevant proecedures.
Other Responsibilities:
Assist with tuning and enhancing alerts in Actimize.
Take on additional tasks and projects as directed by Senior Management.
Qualifications:
Bachelor’s degree in Finance, Business, or related field.
CAMS certification is required.
5+ years of experience in AML/CFT compliance with prior supervisory and senior AML role experience .
Strong leadership and management skills.
In-depth knowledge of AML-CFT regulations and experience with Actimize is a plus.
Excellent written and verbal communication skills.
Additional Information: The AVP/AML Manager will play a critical role in leading the team and ensuring compliance in an ever-evolving regulatory landscape. This individual will report directly to the Vice President-AML/CFT Compliance Officer and provide leadership and personnel guidance during periods of transition and regulatory examinations.
