Definition of Class

  • This is an advanced professional and supervisory position in public health improvement and preparedness. An employee in this class performs work of considerable difficulty in planning, implementing, and evaluating comprehensive public health programs and division initiatives. This work includes gathering, analyzing, and utilizing data to inform program planning, implementation, and evaluation, including monitoring effectiveness. Responsibilities include developing culturally appropriate programming and materials to reach disparately impacted populations. This position will utilize continuous quality improvement and performance management techniques to improve department-wide programming. Work includes developing partnerships with local and statewide agencies, professional groups, and organizations. Responsibilities also include grant writing and administration of contracts. This position will be responsible for directing the work of professional and clerical staff. Work is performed in accordance with established departmental policies and accepted public health practices and is reviewed through conferences, reports, and analysis of work by a division director.

Duties & Responsibilities

  • Supervises professional staff, including assigning work, setting priorities, and supporting staff development.
  • Develops and administers health promotion programs.
  • Leads and supports that development and coordination of public health media campaigns, materials, special promotions, and initiatives.
  • Develops partnerships with local, state, and national agencies, professional groups, and organizations.
  • Prepares and administers contracts with providers of services, develops work plans and evaluates contractor performance.
  • Seeks and develops grant applications or proposals to secure funding for public health services and programs.
  • Utilizes project management techniques to ensure projects remain on track.
  • Utilizes data to direct public health programming and Uses data to identify community health needs, inform program design, and guide decision making.
  • Researches current and emerging public health topics and related policy options.
  • Develops strategies for new or expanded programs based on data and community priorities.
  • Create and maintain plans for evaluation of program outcomes and impact on population health.
  • Performs related duties as required.

Knowledge, Skills, & Abilities

  • Knowledge of population health principles including public health promotion
  • Knowledge of strategies for communicating information to influence behavior change and improve health
  • Knowledge of data utilization in planning and evaluating public health education programs
  • Knowledge of grant writing principles and techniques
  • Knowledge of performance management systems and their use for program and organizational improvement
  • Knowledge of the concepts of health equity, health disparities, and social determinants of health
  • Skilled in development of organizational and programmatic goals and objectives
  • Skilled in motivating and supervising personnel to achieve program and organizational goals
  • Skilled in integrating findings from quantitative and qualitative data into program plans and operations
  • Ability to communicate effectively in writing and orally with linguistic and cultural proficiency and a health literacy lens
  • Ability to evaluate the impact of policies, programs, and services on diverse populations within a community
  • Ability to utilize project management tools to support timely implementation and evaluation of public health programs
  • Ability to interpret and disseminate public health information to community groups and individuals of varying backgrounds
  • Ability to cultivate and lead community-based task forces, coalitions, and other groups
