Position Overview

The Sector Interface and Stakeholder Leader supports the U.S. Virgin Islands Rebuild Program, a federally funded disaster recovery initiative established after Hurricanes Irma and Maria. The role focuses on managing relationships and coordination among government agencies, regulators, industry partners, community groups, and internal project teams.

The position supports recovery projects across:

Education

Healthcare

Infrastructure

Public Buildings

The role reports to the Sector Lead and requires on-site/hybrid work within the USVI (St. Thomas, St. Croix, or St. John). Travel is required.

Primary Responsibilities

The role is heavily focused on:

Stakeholder engagement

Cross-functional coordination

Risk and issue management

Regulatory/interface management

Strategic communications

Key duties include:

Serving as the main liaison with external stakeholders Building trusted relationships with senior leaders

Leading stakeholder coordination and alignment

Managing approvals, permits, and regulatory interfaces

Facilitating workshops, consultations, and briefings

Translating technical/project information into stakeholder-friendly communication

Supporting change management and executive reporting

Monitoring stakeholder engagement performance metrics

Required Qualifications

Education

Bachelor’s degree in:

Business

Public Administration

Engineering

Planning

Communications

Related field

Experience

15+ years of progressive experience Background in stakeholder management, external relations, or interface management

Experience working within complex, multi-stakeholder environments

Core Competencies

Executive communication

Negotiation and facilitation

Strategic thinking

Regulatory and permitting coordination

Cross-functional leadership

Political and cultural awareness

Ability to manage multiple priorities under pressure

Microsoft Office proficiency

Preferred Qualifications

Preferred experience includes:

Master’s degree

FEMA-funded or federally regulated recovery programs Stakeholder management platforms or CRM systems

KAHUA software proficiency
