Job Description The third level of the Human Services Support Series is responsible for administering a defined human services function, process or service that directly supports the day-to-day operations of the human services of the County. Responsibilities may include supervising staff; identifying and proposing operational modifications; preparing and monitoring an assigned budget; assigning and reviewing work of support staff; scheduling support staff; and establishing and enforcing work procedures and processes. Designs and maintains unit specific training systems, supports continuous learning, and champions consistent, equitable access to professional development. Oversees daily operations of programs and services within the unit, ensuring they are delivered effectively, equitably, and in compliance with federal, state, and local regulations. Actively monitors quality, evaluates workflows, identifies opportunities for improvement, and adapts practices to meet evolving client and community needs. Guides resource planning and fiscal stewardship by contributing to the preparation, monitoring, and management of unit budgets. Analyzes financial and operational data to inform decisions, recommend resource allocations, and ensure fiscal responsibility. Builds and maintains collaborative partnerships with internal teams, external agencies, and community stakeholders. Represents the unit and agency in meetings, workgroups, and committees; resolves escalated concerns; and supports planning and coordination of services and strategic initiatives. Engages in cross-functional leadership by serving on internal and external committees, participating in agency strategic planning efforts, and responding to client complaints or system-level concerns with professionalism, empathy, and collaborative problem-solving. Ensures data-informed practice by reviewing and interpreting documentation, reports, and performance metrics. Oversees accurate and timely recordkeeping and reporting; uses data to guide decision-making, assess impact, and ensure compliance with applicable standards and agency policies. Serves as a trusted resource and liaison for internal partners at all levels, including peer supervisors, the Deputy Director, and Director, offering operational guidance, interpreting policies, and helping resolve complex service, procedural, or systems-based problems or questions that arise across units. Promotes a unified and professional agency culture through transparent communication, ethical leadership, and modeling of inclusivity and equity. Supports agency-wide communication strategies, chairs support team meetings, and facilitates knowledge sharing across units. Champions a culture of continuous improvement by encouraging innovation, supporting staff engagement, and aligning unit practices with agency values and strategic goals. Provides leadership and oversight of the eligibility unit, ensuring equitable access to public assistance programs such as SNAP, MFIP, CCAP, Health Care, and General Assistance. Builds a supportive, accountable team culture by providing coaching, performance feedback, and individualized professional development aligned with agency values and policy expectations. Guides operational excellence by planning, coordinating, and evaluating the day-to-day delivery of eligibility services.
