EXAMPLES OF ESSENTIAL DUTIES Provide strategic leadership for departmental IT systems, including planning, implementation and optimization to support business goals and service delivery. Direct and oversee technology projects and initiatives, ensure timely delivery, scope compliance, and alignment with organizational objectives. Lead the ACR IT division and directly manage Information Technology Manager IIIs, ensuring coordination across IT and business units and adherence to technical standards and business processes. Establish and maintain collaborative partnerships with internal stakeholders, external agencies and vendors to support IT operations and strategic initiatives. Oversee applicable procurement and contracting processes, including drafting RFP(s), evaluating proposals and negotiating agreements in collaboration with County Counsel to safeguard departmental interests. Manage vendor relationships to ensure compliance with contractual obligations and performance standards. Ensure compliance with cybersecurity standards and data protection regulations across all departmental IT systems. Develop and monitor IT governance frameworks, policies and procedures to maintain system integrity and operational efficiency. Oversee disaster recovery and business continuity planning for critical IT systems. Monitor and identify industry trends to evaluate emerging technologies and recommend adoption strategies to enhance departmental capabilities. Prepare and manage IT budgets, including forecasting and cost control for major projects and system upgrades. Serve as the primary liaison for IT related audits and regulatory reviews. Champion innovation and continuous improvement initiatives within IT operations. MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major course work in computer science, information systems, electronics engineering, voice/data communications, public/business administration, or a related field. (Additional qualifying systems analysis or programming experience may substitute for the required education on the basis of one year of full-time experience equaling 45 semester or 60 quarter units of education.) Experience: Four years of considerable, progressively responsible experience in an administrative, staff or supervisory capacity with responsibility for planning, organizing and implementing information system programs and projects, including supervising staff supporting systems analysis, applications programming, network administration, and/or telecommunications functions. (A master's degree in computer science, information systems or public/business administration may substitute for one year of non-supervisory experience.) Knowledge of: Current technology in a changing environment; developing strategic plans for operation and growth; supervision, including matrix based project management; emerging technology and industry supported (e.g., healthcare, law enforcement) applications, as well as understanding applicability of new technology to operations; organizational dynamics related to budget, human resource allocation, authority to act, and other factors critical to establishing realistic objectives and achieving goals. Ability to: Manage multifaceted and technically sophisticated projects and on-going operations; establish objectives, activities and timelines and completing the work within those parameters; analyze user needs, existing and emerging technology, costs/benefits, internal political considerations, and available financial and human resources; build consensus and other group decision processes; advocate for needed resources and use of services; persuade and influence others, negotiating desired outcomes; communicate with others from varied socio-economic backgrounds, diverse cultural norms and/or conflicting priorities/needs; foster positive relationships and public relations; prepare reports, memos and formal presentation materials that require attention to style and content to actively engage the reader and sell technical ideas; listen to others and understand direct and implicit messages; seek and utilize information from others; tailor verbal presentation of technical information based on understanding of and appealing to diverse perspectives and needs; act as client's trusted advisor/strategic partner by acting in the best interests of the client's needs, challenges and opportunities; anticipate situations and take action to create opportunities and/or avoid problems. _____________________________________________________________________________________
