Six years of progressively responsible managerial experience in public safety and security at a municipal airport or aviation authority, to include supervisory experience, is required. Applicants qualifying for employment with the Miami-Dade Aviation Department will be subject to extensive security screening, including, but not limited to, fingerprint checks, employment verification, and such other procedures as may be mandated by Federal law. The security clearance required by the Federal law is a continuing condition of employment. Experience at a Large-hub, Category X airport is preferred. Recruitment Notes The Miami‑Dade Aviation Department (MDAD) is seeking to fill an executive‑level public safety and security leadership role as the Aviation Assistant Director, Public Safety & Security. This highly responsible position offers the opportunity to provide executive leadership within one of the nation’s most complex aviation systems, supporting Miami International Airport (MIA), a global gateway serving nearly 56 million passengers annually, supporting approximately 100 air carriers, and operating as a major hub for Latin America and the Caribbean. MIA serves as a vital economic engine for Miami-Dade County and the State of Florida, advancing global trade, tourism, and commerce. The Aviation Assistant Director provides strategic direction, policy leadership, and operational oversight for all public safety, aviation security, and emergency management functions at MIA and Miami-Dade County’s General Aviation Airports. This executive leads MDAD’s Security Division, which includes Airfield Security, Cargo Security, Terminal Security, Security Credentialing, and Security Regulatory Compliance. The role focuses on safeguarding passengers, employees, aircraft, facilities, and critical infrastructure while upholding full compliance with federal aviation security regulations and national security mandates. Serving as the federally designated Airport Security Coordinator (ASC), the Aviation Assistant Director serves as the primary liaison with the Transportation Security Administration (TSA) and the Department of Homeland Security (DHS). Key areas of responsibility include oversight of the Airport Security Plan, access control systems, credentialing programs, employee screening, regulatory compliance activities, and contract security services. The position also involves sustained collaboration, planning, and budget coordination with leadership from the Miami-Dade Sheriff’s Office and Miami-Dade County’s Fire Rescue assigned to airport operations. This executive role encompasses mission‑critical engagement with state and federal partners, emergency preparedness initiatives, insider threat mitigation efforts, and integrated physical and cyber security strategies. The position leads response and recovery operations for significant events, including public safety emergencies, security threats, hazardous materials incidents, and continuity‑of‑operations scenarios. Additional responsibilities include oversight of reimbursable agreements, such as K9 services, Law Enforcement Officer (LEO) response programs, and TSA operations, while promoting fiscal accountability and performance excellence across public safety services supporting MDAD. Success in this role is supported by strategic leadership, sound judgment, and experience in aviation security, public safety administration, regulatory compliance, and complex, multi‑agency operations. Strong communication skills, executive presence, and the ability to lead high-risk operations within a 24/7 international airport environment while fostering effective relationships with federal, state, and local partners further enhance performance in this position.
