Job Description
JOB The Assistant Purchasing Manager will support the Purchasing Manager in directing the city’s procurement strategies and activities to maximize efficiency and cost-effectiveness. Your role involves managing the end-to-end acquisition of goods and services while building strong vendor relationships to ensure high-quality performance and timely delivery. Additionally, you will proactively research and implement initiatives designed to reduce costs and enhance the overall quality of municipal services. EXAMPLE OF DUTIES Procure goods and services according to established policies and applicable law.Maintain the integrity of the public procurement process, and ensure purchasing practices are consistent and open, and encourage maximum competition and best value procurements. Assist managing the strategies, programs and activities of purchasing to ensure efficiency and cost effectiveness. Research initiatives to reduce costs, increase product and service quality, and ensure timely delivery performance.Assist departments and outside engineering firms in drafting specifications.Attend trade shows, maintain open communication with vendors and maintain vendor confidence. Assist in managing bid protests and making determinations according to policies. Conduct research, analysis and process improvement to optimize opportunities for improved sources, prices and terms relative to changing economic conditions.Responsible for emergency contracts and EOC (emergency operation center) procurement activities.Develop and conduct procurement-related training programs to all departments. Responsible for procurement card administration, approval and spend analysis.Approve contracts, requisitions and change orders in the City’s ERP system and generate purchase orders for all city departments according to city policies.Review annual fixed asset inventory and coordinate disposal of obsolete equipment, surplus inventory.Assists and fills in for the Purchasing Manager, as needed.Perform related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.SUPERVISORY RESPONSIBILITIESDirectly supervise subordinate purchasing personnel.Carry out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws. SUPPLEMENTAL INFORMATION Working knowledge of State and City Laws and/or ordinances pertaining to purchasing.Ability to read, analyze, and interpret work related documents. Ability to communicate effectively both orally and in writing. Ability to comprehend and apply principles of mathematical concepts related to this positionAbility to follow and interpret instructions furnished in written and oral format. Knowledge of the materials and supplies involved in City services. Knowledge of the area businesses and suppliers.Ability to develop methods and procedures for the control of goods and services.Ability to write bid and RFP specifications.Computer skills, including working knowledge of Microsoft Excel, Word, Power point and Adobe software programsADDITIONAL RESPONSIBILITIES: ThispositionispartoftheCity’sEmergencyManagementTeamand,assuch,shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlinedby the CityManagerinthe City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s EmergencyManagementDirectororindividualsdesignatedbytheCityManagerto assign such functions will result in disciplinary action up to and including termination.
