Job Description
This position is located within the Department of Employment Services (DOES), Bureau of Compliance and Internal Auditing (BCIA). The mission of DOES is to foster economic development and growth in the District of Columbia by providing workforce training, linking job seekers with employers, compensating unemployed and injured workers, and promoting safe and healthy workplaces. BCIA is responsible for analyzing and advising on operating programs to evaluate their effectiveness in achieving objectives. BCIA advances DOES’s mission by ensuring program integrity, regulatory compliance, and accountability across two offices: Office of Compliance and Internal Monitoring (OCIM) and Office of Program and Performance Monitoring (OPPM). Duties and Responsibilities Provides strategic leadership and operational oversight of federal compliance functions within the Office of Compliance and Internal Monitoring (OCIM), ensuring adherence to United States Department of Labor (USDOL) regulations, Employment and Training Administration (ETA) guidelines, and District of Columbia requirements for unemployment insurance operations and internal audit activities. Identifies federal legal requirements and government reporting regulations affecting unemployment insurance and workforce federal compliance functions. Monitors and directs the preparation of all federal reports required for federal compliance; approves all federal submissions. Acts as primary contact with DOL offices, including the Office of Unemployment Insurance, Office of Inspector General, Regional Offices, and other federal oversight agencies. Directly supervises professional staff across multiple specialized federal compliance functions, including Benefits Accuracy Measurement (BAM), UI Federal Reporting, Data Validation, Tax Performance System (TPS) Quality Control, Internal Auditing, and External Audit Coordination. Qualifications and Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. A degree from an accredited four-year college or university is preferred. Licensures, Certifications and other requirements None Work Conditions/Environment The work is typically performed in a normal office setting. Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm Operating Status: In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs. Pay Plan, Series, and Grade: MS-301-15 Duration of Appointment : Management Supervisory Service “At-Will” MSS At-Will Statement: All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit: This position is not covered under a collective bargaining agreement. Promotion Potential: No known promotion potential Position Designation : This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of C
