Description Job Title Associate General Counsel - Board of Education Location Organization Name Office of General Counsel Department Description POSITION SUMMARY: The Associate General Counsel - Board of Education provides legal counsel and support to the Board of Education on matters impacting governance, policy and the operation of the school system. The incumbent of this position works in direct partnership with the Board of Education, Board Chair and Board staff to ensure alignment in legal advice and services. The evaluation will be completed in collaboration with the Board of Education and General Counsel. The Associate General Counsel represents and advises the Board in public meetings and executive sessions, as supported?by the General Counsel, and provides legal guidance in the Board's quasi-judicial capacity, including administrative hearings and appeals pursuant to Maryland law. The position requires the ability to deliver timely, accurate and practical legal guidance across a broad range of legal areas including governance, transparency laws, employment matters, litigation and policy development, ensuring that the Board is fully informed of legal risks and implications associated with its decisions. Brief Description This is an Executive Grade 3 Position Salary Range:$120,396 - $226,780 CLOSING DATE: May 12, 2026 Detailed Description DUTIES & RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Serves as legal counsel to the Board of Education and represents the Board in executive sessions and public meetings, and is supported by the General Counsel; Supports the Board in fulfilling its quasi-judicial responsibilities, including serving as legal counsel in administrative hearings and appeals before the Board; Represents and defends the Board of Education in appellate and other proceedings before the Maryland State Board of Education; Provides legal advice to the Board on matters including, but not limited to, the Maryland Open Meetings Act, Maryland Public Information Act, school law, administrative law, employment and labor law, contract law, special education law, family law, real estate, workers? compensation and general litigation; Advises the Board on the development, enactment, modification and repeal of Board policies and governance documents; Provides clear, timely and well-reasoned legal guidance to ensure the Board is informed of significant legal risks and implications associated with matters under consideration; Works closely with the Board Chair and authorized administrators on matters handled on behalf of the Board; Keeps the Board and appropriate administrators informed regarding pending Board-related legal matters and emerging issues; Coordinates with the Office of General Counsel to ensure consistency in legal positions and alignment in the delivery of legal services; Maintains the highest standards of professional conduct and strict confidentiality in all matters handled; Plans, organizes and manages assigned matters effectively to ensure timely and high-quality legal services delivered efficiently and consistent with the direction of the General Counsel and the Board's statutory obligations; Ensures that expectations are clear and that information is communicated appropriately and in a timely manner; Works with the Board and Board Chair to implement appropriate protocols for maintaining records of assigned cases and matters, consistent with applicable record retention requirements; Provides guidance regarding record retention practices related to Board matters; and Performs other duties as assigned. Demonstrated experience advising governing bodies, boards or public officials, including participation in executive sessions and public meetings; Significant experience in administrative and quasi-judicial proceedings, including hearings, evidentiary review and legal advice; Comprehensive knowledge of applicable legal frameworks including, but not limited to Maryland Open Meetings Act, Maryland Public Information Act, school law and education policy, administrative law, employment and labor law, contract law, special education law, family law, real estate law, workers compensation and civil litigation; Proven ability to provide clear, strategic and timel
