Job Description
Description We are seeking an Atlassian Platform Administrator to support a federal program within the Defense Health Agency (DHA). This role owns Jira and Confluence as a system of work for the program, ensuring the platform supports more consistent ways of working, reliable data, and effective delivery across ~150 users. The Senior Jira Administrator is responsible for platform design, governance, and continuous improvement, balancing team flexibility with enterprise consistency. The administrator fulfills this role in partnership with the Agile Delivery team that owns the Agile operating model. The ideal candidate will possess strong technical expertise in Jira administration, experience supporting Agile/SAFe programs in federal environments, and the ability to engage professionally with government clients and cross-functional teams. Requirements Key Responsibilities Administer, configure, and maintain Jira environments supporting multiple Agile teams and program initiatives Manage workflows, custom fields, issue types, dashboards, permissions, notifications, and automation rules Support Jira projects aligned with scaled Agile methodologies, including sprint planning, backlog management, and reporting Design reporting that enables: Flow visibility (cycle time, throughput, WIP) dependency tracking program-level insights Ensure data integrity to support accurate reporting and decision-making Partner with Product and Delivery leadership to align Jira usage with the program’s operating model and delivery objectives Troubleshoot system issues, user access requests, workflow challenges, and configuration updates Support integration of Jira/Confluence with other enterprise tools as required Develop documentation, user guides, and standard operating procedures Maintain a platform backlog and roadmap for continuous improvement Provide end-user training and ongoing support to technical and non-technical users Participate in client meetings, status reviews, and program discussions as a trusted advisor and technical resource Ensure compliance with federal security, documentation, and operational standards Required Qualifications Bachelor’s degree in Information Systems, Computer Science, Business, or related field (or equivalent experience) 5+ years of hands-on Jira administration experience Experience supporting federal government contracts and Agile software development programs Experience administering Jira Data Center Experience with Jira migrations or major reconfigurations Strong knowledge of Jira administration, workflows, permissions, schemes, dashboards, filters, and reporting Experience supporting Agile and/or SAFe environments Strong understanding of SDLC and Agile project management processes Experience with Atlassian tools such as Confluence and Jira Service Management preferred Excellent troubleshooting, organizational, and analytical skills Strong written and verbal communication skills Client-Facing & Professional Skills Ability to interact professionally and confidently with government clients and senior leadership Strong presentation and facilitation skills in both technical and non-technical discussions Ability to gather requirements, translate business needs into Jira solutions, and communicate recommendations clearly Strong customer service mindset with responsiveness and attention to detail Ability to manage competing priorities in a fast-paced client environment Proven ability to build relationships and maintain credibility with stakeholders across multiple teams Preferred Qualifications Atlassian certifications preferred (ACP-JA, ACP-620, etc.) SAFe certification or experience supporting SAFe programs Experience supporting DHA, DoD, or healthcare IT programs preferred Familiarity with reporting and metrics tools such as Power BI or advanced Excel reporting
