Summary This position is in the U.S. Department of Transportation, Office of the Under Secretary, Assistant Secretary for Aviation and International Affairs, Office of International Aviation. The incumbent serves as an Aviation Policy Advisor in the Pricing and Multilateral Affairs Division and serves as a Secondee within the ICAO Secretariat in Montreal. Duties The Aviation Policy Advisor (ICAO Secondee) : Provides subject-matter expertise and technical support to Secretariat staff on aviation economic regulation and policy. As a member of the Pricing and Multilateral Affairs Division, the incumbent works with a team of aviation policy analysts to plan, organize, and conduct the development of the Department’s positions on economic and political air transportation issues in multilateral organizations such as ICAO. Prepares briefing papers, memoranda, and other documents for senior leadership on international aviation initiatives that are discussed in international forums. Serves as an advisor to the U.S. Member on various ICAO bodies such as the Air Transport Regulatory Panel (ATRP) and the Facilitation Panel (FALP) and may be called upon to join international working groups to support and inform the agendas of such bodies as U.S. policy priorities dictate. Serves as a Member of the U.S. delegation to ICAO Assemblies and Conferences and supports senior leaders who speak for the United States on economic air transport issues and facilitation of international aviation. Coordinates with other Department offices and other government agencies such as the Departments of Commerce, Homeland Security, Health and Human Services, and State, industry groups and trade associations, and others on international aviation policy issues in the areas of transportation facilitation, security, trade, user charges, accessibility, and health mitigation. The ideal candidate has multiple years of experience in developing and crafting international aviation policies, working with U.S. and foreign aviation stakeholders, and operating in a multilateral environment. S/he should feel comfortable asserting U.S. policy priorities at meetings with foreign counterparts and in representing DOT policy and regulatory equities in interagency settings.
