Business Analyst Customer: U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA) Opportunity: RFQ1807473 / 693JJ426Q000015 - Low Code Application Development Submission Date: May 12, 2026 at 11:00 AM Eastern Time Contract Start Date: To be completed at time of award / date of award Contract End Date: Base PoC: 14 weeks from award; Options: three 12-month option periods plus potential 6-month extension Work Location: Remote/off-site within CONUS; must be available to report on-site to DOT Headquarters in Washington, DC within one business day if requested Full-Time / Part-Time: Part-time / fractional during Base PoC Estimated Workload: Approx. 20 hrs/week during 14-week PoC; scalable during options Pay Range: $73.79/hr - $76.62/hr Position Summary Supports discovery, process analysis, user story decomposition, requirements traceability, acceptance criteria, stakeholder coordination, UAT preparation, and release documentation. Primary Responsibilities Facilitate discovery sessions and help translate FMCSA mission workflows into epics, features, user stories, acceptance criteria, and testable requirements. Develop story maps, process flows, workflow narratives, wireframe notes, user personas, reporting needs, and backlog refinement artifacts. Support JIRA backlog hygiene, requirements traceability, stakeholder feedback capture, and prioritization discussions. Coordinate with product owners, technical teams, data resources, testers, and security stakeholders to clarify requirements and reduce ambiguity. Support UAT planning, test scenario development, defect triage, user readiness, release notes, and documentation updates. Ensure requirements reflect FMCSA registration, inspection, compliance, enforcement, crash data, and case management needs. Required / Preferred Qualifications 5+ years of business analysis, requirements analysis, agile delivery, user story development, or federal IT modernization support preferred. Experience with low-code, workflow, case management, data collection, reporting, or modernization projects preferred. Experience using JIRA or similar agile requirements repositories preferred. Strong writing, facilitation, stakeholder management, and requirements traceability skills. Federal agency, DOT/FMCSA, transportation safety, regulatory, compliance, or enforcement domain experience is a plus. Common RFQ-Inherited Requirements Candidate must support federal-agency delivery expectations, agile/DevSecOps practices, low-code/BOAT modernization, secure handling of Sensitive PII, Privacy Act safeguards, NIST/FISMA/DOT compliance, background/suitability requirements, NDA requirements, and remote/on-site availability requirements described above.
