This position is contingent upon contract award* Work Location: Virginia Beach, VA (Onsite or Hybrid depending on department policy). Job Summary The City of Virginia Beach is seeking a skilled Business Analyst to support municipal operations, service delivery improvements, and technology modernization initiatives. This role will partner with city departments, community stakeholders, and technical teams to analyze business processes, define requirements, and support projects that enhance efficiency, transparency, and public service outcomes. The ideal candidate understands local government operations, thrives in a collaborative environment, and can translate complex needs into actionable solutions that align with city policies, strategic goals, and regulatory requirements. Responsibilities Conduct requirements‑gathering sessions with city departments, program managers, and community stakeholders. Document business needs and translate them into functional and technical requirements. Analyze existing processes and recommend improvements that support citywide efficiency and service delivery. Develop workflow diagrams, process maps, and supporting documentation. Support technology projects across the full lifecycle, including planning, testing, implementation, and user adoption. Ensure solutions align with municipal policies, state regulations, and city strategic priorities. Prepare reports, presentations, and briefings for department leadership and city management. Collaborate with IT, vendors, and cross‑functional teams to validate requirements and support system enhancements. Assist with change management, training materials, and communication plans for new systems or processes. Maintain accurate documentation in accordance with City of Virginia Beach standards. Requirements Must be a US citizen. Bachelor’s degree in Business Administration, Public Administration, Information Systems, or a related field OR 4 more years of relevant experience in lieu of a degree. 2–5+ years of experience as a Business Analyst or similar role Experience with requirements elicitation, process mapping, and documentation. Strong analytical and problem‑solving skills. Ability to communicate effectively with both technical and non‑technical stakeholders Familiarity with municipal or public‑sector environments. Proficiency with tools such as Microsoft Office, Visio, or similar platforms. Successful background and drug screening check. Preferred Requirements Experience working in local government or public‑sector organizations. Knowledge of municipal operations, budgeting processes, or public‑service workflows. Experience with enterprise systems commonly used in city environments (e.g., ERP, permitting systems, asset management systems). Certifications such as CBAP, PMI‑PBA, CSM, or PMP. Experience supporting digital transformation or modernization initiatives.
