Job Description
Chief Building Inspector The Planning & Inspections Department is seeking a dedicated and experienced leader to guide and oversee the Building and Plumbing Inspections Division. This role is ideal for a professional with strong leadership skills, a commitment to regulatory compliance, and the ability to manage complex, multi-disciplinary operations. The Chief Building Inspector will provide strategic direction, ensure high-quality standards are maintained, and foster the professional growth of staff while supporting the department's mission to uphold safety, quality, and community standards. This position requires a hands-on approach, exceptional communication, and the flexibility to respond to urgent situations as needed. Examples Of Duties Supervises and conducts Building/Plumbing unit inspections as assigned to include interpreting and explaining Code requirements, identifying violations, consulting with property owners and contractors regarding inspection findings and violations, and maintaining related records Plans, coordinates and manages the activities of the assigned multi-trade unit of the Building Inspections Division Implements Department policies and procedures; prioritizes work; identifies program needs; evaluates programs/services to identify needed changes, enhancements and/or expansions Ensures programs and activities meet applicable State and/or Federal requirements Supervises inspectors; performs a variety of duties associated with supervising staff to include hiring, assigning work, ensuring professional development and training, establishing performance standards, evaluating work, and providing guidance, direction and discipline as necessary Supervises inspectors to ensure adherence to all state and regulatory guidelines Completes performance reviews, develops and ensure training is completed Works with the Chief Building Official in addressing performance concerns, recruiting, hiring, and on-boarding new employees Performs quality control inspections to ensure staff compliance with state and county laws The normal work hours for this position is 7:00 am to 4:00pm but may be required to respond emergency situations and/or inclement weather Minimum Qualifications Graduation from an accredited two-year college or technical school with a degree in one of the specified curriculums listed below and four (4) years of experience in at least one of the building trades; or an equivalent combination of education and experience. Related Degrees/Curriculums: Construction Technologies Building Construction Technology Construction Management Technology Plumbing Applied Engineering & Technology Architectural Technology Engineering Technology Electrical Engineering Technology Mechanical Engineering Technology Industrial Technologies Facility Maintenance Technology Industrial Systems Technology Necessary Certifications: Possession of standard Level II certification by North Carolina's Code Officials Qualification Board for two building trades in the assigned area at time of hire. Knowledge, Skills And Abilities Knowledge of the methods, procedures and policies of Cumberland County pertaining to the performance of the essential duties of Chief Inspector Knowledge of principles and practices of supervising technical employees Knowledge of Building/Plumbing inspections to include interpreting and explaining Code requirements, identifying violations, consulting with property owners and contractors regarding inspection findings and violations, and maintaining related records Knowledge of the organization of the department, and of related departments and agencies Knowledge of terminology and related professional languages used within the department relating to work responsibilities Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts Ability to communicate, both orally and in writing, effectively Ability to communicate tactfully with the public and staff and to relate information to contractors, homeowners, and management in an effective manner Ability to manage project timelines, resources, staff with little direction Ability to work under pressure and meet deadlines Ability to train and supervise work of others Conditions of Employment: A formal transcript will be required.
