The CFO will be the senior financial executive, responsible for the integrity, transparency, and long-term sustainability of financial operations, and ensuring compliance with all relevant regulations. This executive-level role involves overseeing financial strategy, annual budgeting, long-range financial planning, and policy development. The ideal candidate will have a deep expertise in governmental accounting, public finance, budgeting, and financial analysis, and the ability to communicate complex financial data to a variety of stakeholders. Key responsibilities for the CFO include leading the preparation and monitoring of budgets, overseeing the Annual Comprehensive Financial Report, and directing debt management and treasury activities. The successful candidate will also serve as the primary financial advisor to the Board of Commissioners, establish sound financial policies and internal controls, and lead financial modernization initiatives. A Bachelor's degree in a related field is required, with a Master's degree preferred, along with a CPA or CPFO certification. The role demands at least 15 years of experience in financial management, with a focus on governmental finance and public-sector accounting, and a proven track record in executive-level leadership. Strong communication skills, the ability to operate in a politically sensitive environment, and experience in leading financial modernization initiatives are essential.
