Job Description
Position Summary Lee County Youth Development Center is seeking a mission-driven and operationally focused Chief Human Resources Officer (CHRO) to lead and support all aspects of the organization’s Human Resources function. This is a hands-on leadership role responsible for providing both strategic HR guidance and day-to-day operational oversight in a fast-paced residential, behavioral health, educational, and youth services environment. The CHRO will serve as a key member of the leadership team and will partner closely with the Executive Director and organizational leadership to support workforce operations, employee relations, recruitment, onboarding, compliance, culture initiatives, performance management, and organizational development efforts. This role is ideal for an experienced HR leader who thrives in operational environments, enjoys building relationships across all levels of the organization, and is comfortable balancing strategic leadership with direct HR operational support. Essential ResponsibilitiesHuman Resources Leadership & Operations Lead daily HR operations and ensure consistent administration of HR policies, procedures, and workforce practices Serve as a trusted advisor to leadership regarding employee relations, workforce strategy, investigations, compliance, and organizational challenges Support operational leadership in addressing staffing, retention, performance management, and workforce concerns Provide hands-on HR leadership and support across residential, educational, and administrative programs Recruitment & Workforce Stabilization Oversee recruitment, onboarding, and workforce stabilization efforts across all departments Support recruitment strategy development for difficult-to-fill frontline and operational roles Conduct applicant reviews, interviews, and hiring support as needed Ensure onboarding processes support employee engagement and long-term retention Employee Relations & Compliance Lead or support employee investigations, corrective action processes, and workplace issue resolution Ensure compliance with applicable federal, state, and local employment laws and regulations Oversee personnel file administration, I-9 compliance, leave administration, and HR documentation practices Support OSHA-related reporting, workers compensation coordination, and HR compliance initiatives Organizational Development & Employee Experience Support employee engagement, culture initiatives, and workforce communication strategies Assist with leadership development and supervisor coaching initiatives Support development and implementation of Employee Experience & Engagement initiatives Partner with leadership to modernize HR practices, policies, and workforce processes HR Systems & Reporting Maintain HRIS system integrity and workforce reporting accuracy Analyze workforce trends including turnover, vacancies, retention, and staffing patterns Prepare HR-related reports and recommendations for executive leadership QualificationsRequired Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, or related field Minimum of five (5) years of progressive HR leadership experience Strong knowledge of employment law, employee relations, recruitment, compliance, and HR operations Experience working within operational, multi-shift, or service-oriented environments Excellent communication, organizational, leadership, and problem-solving skills Preferred Experience within behavioral health, residential treatment, healthcare, nonprofit, juvenile services, or human services environments SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred Experience supporting workforce stabilization and organizational change initiatives Experience with HRIS/payroll systems and workforce analytics Why Join LCYDC?
