Job Description
Job Summary The Estimator is responsible for preparing comprehensive and competitive bids as a prime contractor on public infrastructure and government-funded construction projects throughout California.This role leads the estimating process from bid solicitation through submission, coordinating all trades, subcontractors, and suppliers to deliver complete and compliant proposals.Key Responsibilities Lead the full estimating process for prime bids on public works projects (city, county, state, and federal) Review and interpret project plans, specifications, and contract documents Perform detailed quantity takeoffs and develop complete project cost estimates Solicit, scope, and level bids from subcontractors and suppliers across all trades Build and finalize lump sum and unit price bids as the prime contractor Ensure compliance with California public works requirements, including:DIR registration Prevailing wage laws Apprenticeship requirements Public contract code and bid submission rules Identify scope gaps, risks, and opportunities for cost savings or value engineering Prepare bid packages, schedules, and required documentation for submission Attend pre-bid meetings, job walks, and agency outreach events Coordinate with project management and operations teams during handoff after award Maintain relationships with subcontractors, vendors, and public agencies Qualifications Bachelor's degree in Construction Management, Engineering, or related field (or equivalent experience) 4-8years of estimating experience with a general contractor/prime contractor Strong experience bidding public works projects in California Deep understanding of full project scope (not just a single trade) Proficiency in estimating and takeoff software (e.g., Bluebeam, OST, PlanSwift, HCSS, or similar) Ability to manage multiple bids and deadlines simultaneously Preferred Experience Experience bidding projects such as:Sitework and civil infrastructure Pumpstations, Pipelines Utilities, grading, paving, or Caltrans work Familiarity with Caltrans Standard Plans & Specifications Experience working with union subcontractors and prevailing wage environments Knowledge of local subcontractor market and pricing trends Key Competencies Strong scope analysis and gap identification Strategic bid leveling and subcontractor management High attention to detail under deadline pressure Clear communication and negotiation skills Ability to think like an owner/operator, not just a takeoff technician Compensation & Benefits Competitive salary potential bonus based on bid success Health, dental, and vision insurance 401(k) with company match Paid time off and holidays Career growth into Senior Estimator or Preconstruction Manager Work Environment Office-based with frequent collaboration across estimating and operations teams Deadline-driven environment aligned with public bid schedules Pay:$85,000.00 - $150,000.00 per year Benefits:401(k) 401(k) matching Dental insurance Health insurance Paid time off Work Location:In person.
