Job Description

Position Description Catawba County Facilities seeks an experienced construction professional ready to lead meaningful, community-serving projects. As our Construction Project Manager, you'll oversee multiple capital improvement and public works projects from concept through completion, supported by a collaborative team, a strong benefits package, and the stability of local government employment. Working under the Facilities Director's direction, the Construction Project Manager provides strategic leadership for County capital projects, supervises project staff, coordinates with architects, engineers, and contractors, and ensures that County facilities are built and renovated to maximize long-term value, safety, and service to the public. Responsibilities Manages and oversees all County capital construction projects, including new construction and renovations, from planning through completion; Coordinates with architects, engineers, contractors, and County departments to ensure compliance with drawings, specifications, codes, and regulations while keeping projects on schedule and within budget Supervise and direct departmental staff involved in project delivery, including Construction Coordinators and technical personnel. Responsibilities include assigning projects, monitoring workloads, providing technical guidance, evaluating performance, and ensuring coordination among staff and stakeholders Leads capital improvement planning efforts, including long-term facility master plans and integration into the County's Capital Improvement Plan (CIP) Oversees procurement and contract administration for construction and design services, including bid evaluation, contractor selection, contract negotiation, and performance monitoring Assists the Facility Services Director with CIP budgeting, cost estimation, project prioritization, and reporting to County leadership Evaluates departmental requests for facility renovations or additions and coordinates the work of in-house staff and contractors Maintains County facility infrastructure documentation, including utility plans and records for County campuses Qualifications Bachelor's degree in Construction Management, Architecture, Engineering, Project Management, or a related field, and 5 years of progressively responsible experience in construction management, capital management, facilities construction, or public works projects, including 3 years of supervisory or project leadership experience managing staff, contractors, or multidisciplinary project teams; OR An equivalent combination of education, experience, training, and licenses/certifications that demonstrates the required knowledge and skills to perform the duties of this position Additional Requirements Valid NC driver's license with a safe driving record (Driving is an essential function of this position) Extensive knowledge of the principles, practices, and techniques of construction management and project management. Demonstrated ability to lead and supervise staff, manage workloads, and coordinate multidisciplinary teams. Strong leadership skills with the ability to guide projects from planning through completion while balancing scope, budget, and schedule. Excellent communication skills, including one-on-one interaction, small group collaboration, and public presentations involving complex construction and engineering topics. Ability to analyze technical plans, specifications, contracts, and construction documents. Ability to incorporate stakeholder input and facilitate cross-departmental collaboration. Strong interpersonal, writing, analytical thinking, and priority-setting skills. Ability to establish and maintain effective working relationships with County employees, elected officials, contractors, consultants, and the general public. Ability to interpret and apply applicable federal, state, and local laws, building codes, regulations, and County policies and procedures. Thorough knowledge of County government organization and public sector capital project processes. This position is considered medium work, lifting up to 30 pounds on an occasional basis.
