Position Summary The Contract and Proposal Manager is responsible for overseeing the full lifecycle of contracts and leading the development of high-quality, competitive proposals. This role combines contract administration, proposal management, and cross-functional coordination to support business growth and ensure compliance with company policies and client requirements. The ideal candidate is highly organized, detail-oriented, and experienced in managing government and commercial contracts, as well as developing winning proposal responses. Responsibilities Contract Management Prepare, review, administer, and track contract proposals, agreements, and renewals Manage and monitor the contract approval and execution process Coordinate and obtain legal review of contracts as required Implement and maintain contract management procedures in compliance with company policies Enter and maintain accurate contract data in company databases Respond to internal and external inquiries regarding contract status Generate contract-related reports as needed Ensure strict confidentiality of client and contract information Supervise and provide guidance to Contracts Administrators Proposal Management & Development Research and identify new and existing client opportunities through government and industry portals Lead and support the development of compliant and competitive proposal responses Analyze Requests for Proposals (RFPs) and define proposal strategies Establish timelines, priorities, and deliverables to meet submission deadlines Coordinate cross-functional input from sales, technical teams, and leadership Gather and organize proposal content, ensuring completeness and accuracy Develop proposal sections including: Executive summaries Technical approaches Project plans and deliverables Staffing and management plans Budgets and pricing narratives Ensure consistency, clarity, and compliance with proposal standards and requirements Manage review and approval processes with key stakeholders Submit finalized proposals in accordance with client requirements Process Improvement & Quality Assurance Maintain proposal quality through standardized templates and best practices Continuously improve proposal development processes, tools, and content libraries Evaluate proposal outcomes and implement improvements to increase win rates Ensure all proposals are reviewed and approved by appropriate stakeholders, including senior management Administrative & Coordination Support Schedule meetings and coordinate calendars using Outlook Support special projects and other duties as assigned Qualifications Education Bachelor’s degree (BA/BS) in Business Administration, Forensic Science or a related field preferred Experience Previous contract administration experience preferred Prior paralegal experience preferred, especially supporting contract development, review, or compliance activities At least 2 years of technical and/or proposal writing experience Experience with government contracting and RFP processes strongly preferred Skills & Competencies Strong organizational and time management skills Excellent written and verbal communication abilities High attention to detail and accuracy Strong analytical and problem-solving skills Ability to manage multiple priorities and meet tight deadlines Project management capabilities Proficiency in Microsoft Office Suite (Word, Excel, Outlook) Ability to work collaboratively across departments Work Environment & Expectations Fast-paced, deadline-driven environment High level of confidentiality and professionalism required Ability to manage multiple concurrent projects Pay: $90,000.00 - $100,000.00 per year Benefits 401(k) 401(k) matching Dental insurance Disability insurance Employee assistance program Flexible spending account Health insurance Health savings account Life insurance Paid time off Parental leave Vision insurance Work Location: Hybrid remote in Lorton, VA 22079
