Job Description
Job Summary Under direction, supervises the daily administration and operational functions of the assigned Municipal Court division or section. Ensures operational efficiencies and improves processes, analyzes performance metrics, and implements strategies to align with departmental goals. Exercises direct supervision over assigned staff. Work Location Municipal Courts - 401 S. Frio, San Antonio, TX (78207) Work Schedule 8:00 a.m. - 5:00 p.m., Monday - Friday. Essential Job Functions Manages assigned staff, delegates work assignments, and oversees the day-to-day operations of the assigned division or section. Evaluates the efficiency of current and new programs and implements program changes; gathers, compiles, and reviews data for performance metric analysis; and assists in interpreting data to inform strategic decision making. Oversees administrative personnel functions, including personnel requisitions, conducting interviews, preparing documentation for disciplinary actions, and managing employee payroll administration. Identifies and prioritizes functional and technical needs and requirements to support division or section. Responds to and resolves difficult and sensitive citizen inquiries and complaints, interprets City policies, procedures, laws and regulations in response to inquiries and complaints, and escalates inquiries and complaints as necessary. Oversees the purchasing of equipment, supplies, and services, ensuring compliance with departmental policies and procedures. Oversees records and filing systems related to specific areas of assignment to ensure accuracy and compliance. Monitors departmental expenditures and assists in the preparation and managing of the annual departmental or divisional budget. Prepares written reports, summaries and presentations on project progress and results or action plans. Coordinates and supports internal communication and collaboration between divisions and external stakeholders. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established CoSA policies, procedures, and guidelines. Performs related duties and fulfills responsibilities as required. Job Requirements Associate's Degree from an accredited college or university. Five (5) years of increasingly responsible professional experience in municipal court and/or magistrate operations. Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions. Preferred Qualifications Bachelor’s Degree in Public Policy or Public Administration, Political Science, Criminal Justice, or Business Administration /Management. Experience with data and metrics development, tracking, and reporting. Experience leading teams, multi-tasking, planning/organizing, and reporting. Certified Court Clerk in Texas (Level 1), working towards Level II. Applicant Information Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
