POSITION SUMMARY: The role of Design Engineer is to assist the Public Works Engineering Managers in performing engineering services required to support the planning, design, and construction activities within the City. This position will be responsible for the development and design of utility and transportation related projects in support of all Public Works projects and includes but is not limited to pipe replacements, stormwater/drainage design, intersection improvements and other small roadway projects. The design engineer will be required to develop engineering plans for projects using cad software, coordinate with and support the inspectors, water division, water renewal division, streets division and traffic division during construction projects, project inspections, plan review, project management and other duties as assigned. ESSENTIAL FUNCTIONS Development and design of utility and transportation related projects including but not limited to pipe replacements, stormwater/drainage design, intersection improvements and other small roadway projects. Perform professional engineering and related administrative work involving the research, design, construction, and related activities in City engineering work. Monitor design work for compliance with engineering standards, codes, and best practices. Works on detailed or routine engineering assignments involving calculations and relatively simple designs and tests. Independently performs the tasks necessary to complete primary design elements for engineering design projects. Manage multiple assignments and meet established project schedules. Guide and mentor junior staff and Engineering Interns through project lifecycles. Provide training to staff as needed on project design related changes. Coordinate with internal team members across disciplines to support project delivery. Collaborate with other city divisions and agency partners as needed. ADDITIONAL FUNCTIONS: Learns and possesses comprehensive knowledge of the department. May assist with responding to public records requests or prepare various ad hoc reports for leadership or benefits reporting. Assumes responsibility for other duties as required or assigned. REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS: Preferred: B.S. in Civil Engineering (or equivalent), be registered as a Professional Engineer (PE) in the State of Idaho, and a minimum of 3 years of Public Works, utility, or transportation design engineering experience as a licensed engineer or equivalent levels of knowledge and experience. Required: Equivalent experience as above without a PE license. REQUIRED KNOWLEDGE, SKILLS & ABILITIES: Knowledge of computer applications in three-dimensional roadway and intersection design using AutoCAD Civil3D, AutoCAD, and/or Microstation, InRoads, Open Roads Designer. Knowledge of computer applications including Excel, Word, Adobe, PowerPoint, and other related software. Experience in the preparation and development of construction documents, plans, quantities, and estimates using design manuals, ISPWC and City Codes. Demonstrates a high degree of professionalism in all areas (communication, approach, style); understanding what it means to represent the Public Works department. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
