PRHA is currently accepting applications and resumes for the following position: Director of Asset Management COMPENSATION: Commensurate with Experience GENERAL STATEMENT OF DUTIES: Under the supervision of the Deputy Executive Director, the Director of Asset Management is responsible for the overall administration, supervision and operation of the Authority's Public Housing, Move to Work (MTW), Rental Assistance Demonstration, Low-Income Housing Tax Credit (LIHTC), Occupancy and other housing developments owned and/or managed by the Authority. EXAMPLES OF WORK: (Illustrative Only) Supervises the daily operations of public housing management, Low-Income Housing Tax Credit (LIHTC) and Occupancy Divisions. Maintains daily contact with staff to ensure maximum effectiveness in day-to-day operations and to offer advice and assistance as needed. Administers the daily activities of management and monitors problems occurring in the accomplishment of policies, procedures, and programs. Prepares appropriate budgets and monitors income and expenditure accounts. May prepare statistical reports dealing with appropriate budgets, etc. Monitors and evaluates changes in the Department of Housing and Urban Development (HUD) policies and procedures, affecting housing management and occupancy operations. Keeps apprised of current legislation pertaining to housing programs for which responsible. Reviews pertinent reports prepared by the housing and administrative staff prior to forwarding to supervisor or other appropriate offices. Investigates all problems and complaints following request for assistance from subordinates and attempts to effect solutions appropriate to all parties involved. Attend Resident Council meetings, other representative resident groups, and local agencies and community groups upon request. Advises and assists departmental personnel as required in the overall administration of housing programs. Maintains close working relationships with the HUD Richmond, VA. Office to keep apprised on the latest developments in housing management and occupancy techniques. Acts as a liaison between the Housing Services, Modernization, Maintenance and Housing Management staff in order to coordinate work activities and minimize any difficulties and problems, which may occur in these areas of operations relative to occupancy and/or relocation of tenants. Assists in the preparation of all required HUD and internal reports concerning public housing and Occupancy activities. Insures, in conjunction with the assistance of the Housing Management and Occupancy staff, the prompt execution of all directives, policies, and procedures of the Authority and HUD. Oversees the application, resident intake and the continued occupancy process, rent collections and related legal procedures, lease terminations, evictions and grievance hearings relative to the Occupancy Division. Assigns the appropriate staff person to conduct frequent inspections of the housing developments and notifies the staff of any deficiencies and problem areas, assisting in correction as required. Maintains a functional working relationship with all concerned agencies of the City involved directly or indirectly with the Authority's housing and occupancy programs. Addresses all housing management and procedural issues concerning 504 compliances. Observes all safety rules and regulations. SPECIAL REQUIREMENTS: Excellent organizational skills and must be detailed oriented in performing and coordinating work activities. Demonstrated ability to supervise and direct the activities of staff personnel. Ability to exercise good judgment, make sound decisions and work independently.
