Job Description
The Job The Office of Emergency Services (County OES) is recruiting for an Emergency Management Officer* to assist with coordinating programs across the full spectrum of emergency management activities, including preparedness, planning, response, recovery, and mitigation. The Emergency Management Officer* will analyze and resolve problems, assist in developing emergency plans, and help facilitate special interest and volunteer programs and projects. The position also supports the coordination of grant-funded projects, including tracking and auditing. Additional responsibilities include assisting with the development and implementation of programs in alignment with the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS). The Office of Emergency Services (County OES) works with all County departments and it's 24 cities, and many non-government organizations. In the event of an emergency, the OES manages the County's Emergency Operations Center (EOC) and coordinates the County's disaster response with local, state, and federal governments. The Director of Emergency Services oversees the day-to-day administration of the County's disaster preparedness and response program and development of the County's Emergency Operations Plan. One of the primary functions is to ensure that the EOC is in a constant state of readiness. Operations is organized into three divisions. In addition to their primary responsibilities within one of these divisions, all Emergency Management Officer's* will participate in Duty Officer rotations and support staffing for the Emergency Operations Center (EOC) and Recovery efforts. Planning, Training, and Exercise Writes and/or maintains the plans for the Department to include but not limited to Emergency Operations Plan (EOP), Local Hazard Mitigation Plan (LHMP), Last Mile, Supply Chain, etc. Works with Departments to develop and maintain the Department Emergency Operations Plans (DEOP) and train their Department Emergency Coordinators (DEC) Develop and assess the training needs of the Operational Area (OA) and schedule the trainings to meet these needs Liaison to Stakeholders Community Prepares and Engagement Educates the community on personal preparedness efforts through Community Emergency Response Team (CERT), LISTOS, Block Parties, etc. Volunteer management for CERT and Emergency Communications Liaison to Voluntary Organizations Active in Disaster (VOAD) Manage the Disaster Service Worker program Participates in multiple tabling events throughout the operational area Operational Area (OA) Readiness Develop and maintain the SBReady app Develop Emergency Support Functions (ESF) Ensure readiness of the County’s Emergency Operations Center (EOC) and those that respond to it Develop and maintain the Rapid Deployment program Manage programs that ensure OA readiness Warehouse, facilities and logistics support Support Alert and Warning Liaison to Stakeholders Official title: Emergency Services Officer.
