Position Summary Works under general supervision of the Senior Engineer to perform technical and semi-technical engineering work for a wide range of civil engineering related responsibilities to meet County infrastructure needs and direct, coordinate and supervise personnel assisting with oversight of maintenance and construction. Pay Grade: 54 Salary Commensurate with Experience and Education Minimum Qualifications Three (3) years of experience in engineering with one (1) year in a supervisory capacity; AND Bachelor's degree from an accredited college or university in engineering; or a closely related field; OR An equivalent combination of related education and/or experience. Engineering Intern certification is preferred. PROOF OF EDUCATION; TRAINING; AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities Assists with planning, supervision and coordination of daily activities of the infrastructure inspection team in the Engineering Department. Oversees and manages the construction of County infrastructure that includes but not limited to roadways, bridges, sanitary sewers, drainage systems, traffic signalization and signage for capital improvement and land development projects. Reviews and interprets engineering drawings, prepare cost estimates and evaluate project change requests. Maintains proper reporting for project tracking, scheduling, quantity verification and payment estimations. Manages grant programs for infrastructure improvement projects to ensure compliance. Monitors construction to meet project designs, standards and specifications. Assists in making decisions or recommendations concerning employment training, development and discipline. Maintains a professional and effective working relationship with private contractors, other County Divisions and Departments, and local and state government agencies. Aids Senior Engineer with the department budget and the development of contracts and resolutions. Performs other related duties as required or directed. KSAs Knowledge of assigned engineering field and related local municipal, state and Federal laws and regulations. Ability to obtain and record data and prepare reports. Ability to deal tactfully with the public. Ability to exercise good judgment in analyzing administrative problems in evaluating situations and making decisions to express ideas clearly, concisely and convincingly. Ability to plan and direct the work of others. Knowledge of modern management techniques and the ability to apply them in directing the work of others. Special Requirements Possess a valid Tennessee driver’s license or secure one by date of employment. Physical Requirements Ability to traverse throughout a construction site including bending, kneeling, stooping, and crawling.
