Job Description

Job Summary: This position will evaluate and review development projects and proposals, ensuring alignment with engineering standards, infrastructure planning, and municipal codes. Engineer III will provide mentorship and technical guidance to other engineers and support staff and Engineer IV may serve as a technical ambassador for the City, providing guidance to developers, internal teams and other key stakeholders. Essential Duties and Responsibilities: Engineer III: (Full Salary Range: $94,000 - $118,000) Acts as the review engineer for moderately complex development projects, including evaluating engineering documents across a wide range of disciplines such as drainage design, street design, water distribution systems, sanitary sewer systems, and traffic engineering, with guidance from senior staff as needed. Provides timely reviews and responses on development applications and inquiries in a fast-paced environment. Provides written evaluations assessing whether engineering documents such as design reports and construction plans meet City standards, codes, ordinances, and engineering practices, seeking input from senior staff on complex issues. Documents and defends engineering comments with developers and their consulting engineers to ensure compliance and resolve technical concerns, escalating complex issues to senior staff when appropriate. Meets with developers, consultants, and citizens to address development-related inquiries, offer technical input, and support informed decision-making. Demonstrates working knowledge of interdepartmental needs as they relate to private development, supporting coordination and alignment across City divisions. Applies basic knowledge of land surveying concepts related to platting and legal descriptions. Supports the drafting and review of development-related agreements between the City and developers, including those pertaining to subdivision improvements. Mentors team members, provides technical guidance, and supports their professional development. Engineer IV: (Full Salary Range: $102,000 - $138,000) Acts as the principal engineer responsible for reviewing complex development projects, including evaluating engineering documents across a wide range of disciplines such as drainage design, street design, water distribution systems, sanitary sewer systems, and traffic engineering. Provides timely reviews and responses on a wide range of development applications and inquiries in a fast-paced environment. Provides written documentation assessing whether engineering documents such as design reports and construction plans meet City standards, codes, ordinances, and engineering principles. Documents and defends engineering comments with developers and their consulting engineers to ensure compliance and resolve technical concerns. Meets with City Council members, developers, consultants, and citizens to address development-related inquiries, provide technical guidance, and support informed decision-making. Demonstrates a strong understanding of interdepartmental needs as they relate to private development, ensuring coordination and alignment across City divisions. Applies knowledge of land surveying concepts related to platting and legal descriptions. Drafts and reviews development-related agreements between the City and developers, including those pertaining to subdivision improvements. Represents the City and shares technical insights at public meetings and professional events. Actively engages in industry-specific professional organizations to remain current on industry standards, regulations, and best practices Mentors team members, provides technical guidance, and supports their professional development. Qualifications: Bachelor’s degree in engineering required. Civil engineering degree preferred. Engineer III : Four years of relevant civil engineering experience required. Engineer IV : Eight years of relevant civil engineering experience required. Professional Engineer (PE) License required. Must obtain South Dakota PE within 6 months from date of hire. Must possess a valid South Dakota driver’s license or ability to obtain within 30 days from date of hire.
