Job Description
T3 Consulting, Inc. (hereafter, T3) is seeking an Environmental Project Manager with a focus on California environmental regulations to join our team. This is a fantastic opportunity to manage a portfolio of diverse environmental projects while leading teams, mentoring staff, and helping to grow our services in the region. The candidate must have a strong CEQA & NEPA technical understanding and experience and will work closely with T3 leadership to drive program development in California. The candidate should possess a balanced portfolio of skills to perform business development which requires networking and developing leads, establishing/managing client relationships, and strategic thinking for both our clients and internal programs. DUTIES AND RESPONSIBILITIES: Manage a portfolio of environmental projects across California, including CEQA/NEPA, compliance, and permitting scopes. Manage the preparation of small to large-scale CEQA & NEPA documents. Support development of programs to comply with National Pollutant Discharge Elimination System (NPDES) permits (primarily construction and industrial stormwater) and oversee compliance. Lead and support technical staff in preparing resource schedules, reports, technical memoranda, and proposals. Manage and collaborate with technical subconsultants. Lead and manage quality control through a proactive project management system, and implement corrective measures as needed. Serve as the primary point of contact for clients, managing expectations, budgets, and schedules. Draft and review detailed technical reports with a focus on regulatory compliance and client goals. Develop regulatory strategies and represent clients during regulatory discussions and submittals. Provide hands-on mentoring and team participation to create a bridge between technical resources and client requirements and ensure there is appropriate leadership and supervision engaged on technical assignments. Lead regular team check-ins to manage staff workloads and development. Identify and develop new business opportunities, prepare practical proposals, and actively develop new business with new and existing clients. Direct the technical messaging and professional attendance at professional organizations and industry events. Prepare and support implementation of site Health and Safety Plans. Comply with regulatory requirements pertaining to data integrity, documentation, procedures, training, monitoring systems, and record compliance and retention. Interact with regulatory agencies, subconsultants, and clients in a confident and professional manner. Perform other related duties as assigned by management. SUPERVISORY RESPONSIBILITIES: This position has supervisory responsibilities with a path to company leadership. REQUIRED QUALIFICATIONS: Bachelor’s Degree (BA or BS) from four-year college or university in Environmental Planning, Environmental Science, Earth Science, Engineering, or a related field. 8+ years of experience in CEQA & NEPA environmental documentation, regulatory compliance and permitting and competency in providing relevant technical document reviews. Experience with CEQA-Plus compliance, Caltrans requirements, resource agency (U.S. Army Corps of Engineers, California Department of Fish and Wildlife, and Regional Water Quality Control Board) permitting, and/or AICP certification is beneficial. 3+ years of project management experience 2+ years of staff management experience. Successful project/task management track record and attention to detail. Excellent written and oral communication skills, including a demonstrated ability to communicate technical information in simple terms. Ability to develop and maintain long-term client relationships based on trust and performance. Working knowledge of relevant environmental laws, regulations, compliance practices, and record-keeping requirements. Occasional travel may be required depending on project-specific requirements.
