Posting Details Interviews are anticipated to be conducted within two weeks of closing date. The New Mexico Department of Transportation (NMDOT) Traffic Safety Division exists under state statute to organize, plan, and conduct a statewide program of activities designed to prevent crashes and to reduce the incidence of Driving While Intoxicated (DWI). The Division also partners with a variety of local and state partners in order to meet safety goals based on the Highway Safety Act of 1966. This act created the National Highway Traffic Safety Administration (NHTSA) as one of our main partners. The Traffic Safety Division receives federal and state funding and develops a Triennial Highway Safety Plan and sets performance goals to reduce crashes and injuries. As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? This position manages multiple finance staff positions and acts as main point of contact for the National Highway Traffic Safety Administration (NHTSA). Obligating, running expenditure reports, and submitting monthly vouchers for reimbursement to the Federal Government. Incumbent is in charge of tracking over $12 million in federal funds awarded to the Traffic Safety Division each year. This includes obligating all awarded funds, creating a Highway Cost Summary, tracking all expenditures, maintaining balances, annual grant application, and creating and maintaining a Triennial Highway Safety Plan in the NHTSA E-Grants system. How does it get done? Obligate all National Highway Traffic Safety Administration (NHTSA) federal funds awarded to NMDOT Traffic Safety Division. Complete federal billings and yearly closeout. Collaborate with Traffic Safety Division (TSD) staff on yearly planning of the annual grant application projects and programs and on the Triennial Highway Safety Plan (3HSP) to include any amendments necessary throughout the federal fiscal year and submit to NHTSA for approval. Provide financial direction to TSD staff regarding federal and state funds to ensure compliance with applicable processes and requirements. Who are the customers? This position collaborates and supports internal and external customers including law enforcement agencies, county and city municipalities, Tribes, State of New Mexico government, NHTSA (National Highway Traffic Safety Administration), FHWA (Federal Highway Association), state agencies, grantees, sub-grantees, contractors, and miscellaneous suppliers. Ideal Candidate This position collaborates and supports internal and external customers including law enforcement agencies, county and city municipalities, Tribes, State of New Mexico government, NHTSA (National Highway Traffic Safety Administration), FHWA (Federal Highway Association), state agencies, grantees, sub-grantees, contractors, and miscellaneous suppliers. Minimum Qualification Associate Degree in Business Administration, Public Administration, or Accounting and four (4) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Working Conditions Work is primarily performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive phone, personal computer and telephone usage with extended periods of sitting.
