Job Description
JOB Organize and manage daily operations of a fire department emergency and non-emergency service delivery. Command and coordinate emergency resources at fire, EMS, hazmat, and rescue incidents. Ensure department readiness through personnel development and training. Develop and manage operational programs. EXAMPLE OF DUTIES Performs as division/group supervisor and/or overall incident commander to coordinate and command emergency resources at fire, EMS, hazmat, and rescue incidents. Acts as Chief Officer in absence of supervisor. Performs duties of strike team/task force leader for Benton County resource assigned to State Conflagrations. Plans and manages non-emergency activities in assigned operational area. Assists in Department planning and management. Effectively supervises assigned staff including shift personnel and volunteers. Performs personnel duties such as selection, coaching/mentoring, training, employee/labor relations, evaluating performance, succession planning, discipline, and termination. Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts. Ability to impose economic hardship on fire personnel including approval/denial of overtime and step increases and may impose unpaid suspensions for disciplinary reasons. Develops, manages, and monitors the budget for assigned operational area. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions. Assists in short and long range Department planning. Develops implementation plans for goals and objectives. Shares information to and from Operations personnel to improve effectiveness of planning. Prepares and maintains reports and records related to assigned operational area or as requested. Represents Department to cooperating agencies and general public. Assists Chief in inter- agency communication and coordination, planning of public education and service programs, and resolution of conflict. Participates in labor negotiations as part of management team. Receives confidential contract materials, and develops strategies during labor negotiations. Performs as member of Fire/EMS Team, including hazardous materials duties. Participates as member of department management team, assisting in departmental planning and coordination. Develops, supervises, and manages operational programs such as apparatus, equipment, facilities, logistics, special teams, and supplies. Protects the City's interests and assets from damage. Conducts fire- and life-safety inspections; enforces fire codes and ordinances.May participate in Duty Chief coverage rotation with other Chief Officers.Operates and drives vehicles and/or equipment safely and legally. Effectively promotes and supervises a safe work environment. Complies with all safety rules and performs work is a safe manner. Ensures staff maintains a safe working environment in compliance with Federal, State, and City health and safety guidelines and regulations. Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions. Represents the City of Corvallis by responding to the public, community members, its employees, and others in a prompt, professional, and courteous manner. Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner.Maintains effective work relationships.
