Job Type Full-time Description Cambrae Business Strategies, Inc., recognized for consistently providing excellent results for its federal government and private sector clients, is seeking a highly motivated and experienced GFP & Accountability Specialist to join our team. This position supports our government client within the Office of the Deputy Assistant Secretary of War for Logistics (ODASW(Log)) Equipment Directorate. The successful candidate will serve as a Property Management professional providing direct support to senior defense leadership at the Mark Center, Alexandria, VA. Program Context ODASW(Log) is responsible for the Department’s logistics strategy and policy for supply, storage and distribution, property and equipment, transportation, and program support. The Equipment Directorate within ODASW(Log) is the Senior Accountable Official responsible for equipment management, property accountability governance, and financial audit remediation for general property and equipment assets across the Department’s Defense Agencies and Field Activities. This role is embedded within the Equipment Directorate and requires regular interaction with Defense Agency property officials, audit teams, senior ODASW(Log) leadership, and cross-functional stakeholders. The contractor operates within the ODASW(Log) governance structure and must maintain an active SECRET clearance throughout the period of performance. Key Responsibilities This position is responsible for GFP accountability, audit readiness, and corrective action support across the ODASW(Log) portfolio: Government Furnished Property (GFP) Accountability Manage and monitor GFP and Government Furnished Equipment (GFE) accountability programs, including tracking custody records, validating accountability chain documentation, and ensuring GFP data in ELMS/DPAS is current, complete, and audit-ready. Coordinate with Defense Agency Accountable Property Officers (APOs) to resolve GFP discrepancies, support GFP-related Corrective Action Plans, and ensure compliance with FAR 52.245-1 and DoW Instruction 5000.64 property accountability requirements. Provide technical expertise on DoW property accountability requirements as they relate to financial statement audit assertions — specifically existence, completeness, rights, valuation, and presentation — for GFP, GFE, and all other accountable assets within the ODASW(Log) portfolio. Analyze property accountability data across Defense Agencies for audit readiness, identifying records with incomplete data fields, unsupported valuations, missing supporting documentation, or accountability chain gaps that may produce audit findings. Audit Readiness and Corrective Action Support the development and execution of corrective actions targeting property accountability NFRs identified during IPA audits, providing technical expertise on process modifications, data requirements, and documentation standards needed to achieve audit compliance. Develop property accountability process documentation including standard operating procedures, desk guides, and compliance checklists that satisfy both operational requirements and IPA audit evidence standards. Support equipment accountability programs by analyzing and reviewing equipment policies and procedures for Defense Agencies and Field Activities, identifying compliance gaps, and recommending corrective actions to achieve and sustain audit-ready property accountability. Demonstrate knowledge of internal control design, assessment, and risk-based corrective action planning to strengthen the audit posture of ODASW(Log) property accountability operations. Attend and actively participate in weekly Equipment Directorate status briefings, providing updates on assigned task areas, escalating issues requiring senior attention, and documenting action items. Develop and distribute meeting minutes for all Directorate meetings attended, capturing decisions, assignments, action items, and deadlines. Prepare briefings, read-ahead materials, and executive-level presentations for senior DoW officials and stakeholders. Support the comprehensive annual summation of all Notices of Findings and Recommendations (NFRs) and Corrective Action Plans (CAPs) related to equipment, compiling data from Defense Agencies and contributing to the executive summary document. Develop equipment management metrics, dashboards, and performance indicators providing senior leadership with visibility into program health, compliance status, and improvement trends.
