Job Description
JOB WORK OBJECTIVE: This is a GIS-first position that provides limited supplemental support to the Information Technology Division. This position is responsible for analyzing spatial data, spatial mapping, developing mapping applications and tools, creating shape files, creating and maintaining meta-data, and managing the City’s repository of geographic maps in various file types. Creates and protects the SQL Geodatabases and other file locations that contain geographic data. Provides quality assurance and controls over collected data through various editing processes, and by updating and maintaining an ESRI software based geographic information system (GIS). As directed by the IT Coordinator, the GIS Analyst shall assist all City departments with the operation of this software and system. EXAMPLES OF ESSENTIAL FUNCTIONS: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Maintain authoritative GIS datasets (parcels, utilities, roads, zoning, etc.) Enforce data standards, naming conventions, and version control Manage metadata and documentation (critical for public sector continuity)Provide support in various complex GIS tasks for the City of Rockledge under general supervision of the IT Coordinator.Efficiently create and edit feature geometry and attributes.Reconciles edited feature geometry and attributes between versioned databases.Support GIS Technicians’ efforts in field-data collections and data entry, through creation and editing workflows.Independently analyze and resolve GIS data errors and issues.Perform data extraction and conversion in different formats (CAD to GIS, etc.).Compile and maintain relevant GIS data for the City from various local and regional agencies at regular intervals.Review existing or incoming data for accuracy, quality and completeness.Analyze and perform QA/QC on spatial and attribute data through the use of ESRI Application software suite.Design map layouts using City GIS data and other reference data.Produce reports on geographic data using data visualizations.Manage data requests from internal and external data sources through a ticketing system.Supports City staff in the use and applications of GIS data viewing software, departmental database management and associated information.Configure dashboards, story maps, and web apps Automate workflows (Python, ModelBuilder) Integrate GIS with municipal systems (permitting, asset management)Provide limited supplemental technical support, primarily related to GIS applications and data, as coordinated with Information Technology staffManage user roles, permissions, and sharing within GIS platforms (e.g., ArcGIS Online/Enterprise)Coordinate with Information Technology staff on GIS-related server performance, storage, backups, and system availability Supervision: None MINIMUM QUALIFICATIONS: Bachelor’s degree in Geography, Geographic Information Systems, or related field; plus 1 year of experience working with a Geographic Information System in planning, public safety, or public works required. Master’s degree in the above fields along with three or more years of experience are preferred. Proficiency in GIS data translation and data model creation is preferred. Must have good verbal and writing skills. Must have proficiency in reading and interpreting a wide variety of documents, such as ordinances, subdivision maps, site plans, as-builts, legal descriptions, and plats. Must be self-motivated and perform duties with little or no supervision; capable of using common sense problem solving to deal with situations. Experience being a team lead on GIS related projects is preferred. Must have a valid Florida driver’s license. In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
