Job Title: Grant Analyst Section: Capital and Grant Programs Department: Finance General Summary Under general supervision, the Grant Analyst develops and prepares programming and grant documents in accordance with federal and state guidelines for allocation of funds to SMART, including funding applications and compliance reports. Responsible for monitoring status of procurement, project control, and vehicle inventory relative to SMART’s capital program and current and programmed grants. Attends federal, state, local agency and in-house meetings. Collaborates with federal, state, and SMART staff for capital-related issues. Duties And Responsibilities Capital Programming Tasks: Coordinates, inputs data and submits SMART’s Annual Application to MDOT for all state transit funds for the SMART service area. Maintains databases tracking funding and status for all SMART vehicles. Processes and maintains SMART’s vehicle titles for all current and past vehicles. Reviews and confirms requests for retirement and disposition of SMART vehicles. Processes auction vehicle paperwork. Updates mileage in MDOT’s vehicle database system for all SMART vehicles and requests permission to dispose of vehicles. Prepares compliance reports for federal and state agencies. Serves as information contact for federal, state, local agencies, and SMART staff in matters related to the above items. Performs other related duties as assigned. Project Control Tasks Assists in developing administrative methods and procedures including a project control manual. Maintains the capital programs status report, tracking all activity related to active capital grants. Records and monitors all capital purchase activity and general ledger activity. Reviews vendor and agency submitted invoice information prior to finance payment approval. Monitors capital funds balance by grant contract and by project and alerts project managers, department heads, accounting, and finance staff of project or budget discrepancies or issues. Provides status reports on capital programs as required. Reviews capital contracts to extract financial and scheduling information for grant status reports. Prepares and develops capital grant amendments and revisions. Prepares and files quarterly milestone reports for all applicable capital grants. Reviews and investigates procurement requisitions, purchase orders, and change orders with respect to administrative and financial cost matters. Prepares grant closeout documentation utilizing various departmental input. Performs other related duties as assigned. Knowledge, Skills And Abilities Bachelor’s degree in Public Administration or Business Administration with emphasis in Finance, preferred. Three years experience in grant administration and/or program development of projects involving coordination with federal, state and local agencies. An equivalent combination of education and experience may be substituted for minimum requirements. Proficient in the use of Windows-based MS Word and MS Excel applications. Effective written and verbal communication skills.
