Job Description
Description Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in other programs. The Health Program Administrator (HPA) will assist Public Health Nutritionists in conducting program reviews of sponsors and participating organizations to monitor and evaluate fiscal integrity and compliance with State and federal regulations. Responsibilities of the HPA will include tracking and analyzing program reviews and corrective action plans, following up on discrepancies, and reporting issues/concerns to the Public Health Nutritionists. The HPA will provide technical support to sponsors as needed with regards to policy and federal regulation to ensure the quality and safety of food service operations at participating organizations. The HPA will assist with training provided to sponsors and assist with maintaining required records consistent with CACFP regulations. Ny Helps Minimum Qualifications Trainee 1: Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness. Trainee 2: Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness. Grade 18: Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness. Substitutions for all levels: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.. Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18. Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to a Health Program Administrator, Grade 18. Preferred Qualifications: The preferred candidate would have strong organizational and analytical skills with the ability to prioritize multiple assignments, experience with reviewing reports and interpreting data as well as experience interpreting State and federal regulations. The candidate would possess strong interpersonal skills, the ability to work independently as well as part of a team and excellent verbal and written communication skills along with proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, Outlook) and experience supervising paraprofessional and/or support staff. This position is part of the NYS HELPS program. No examination is required. This position may require travel throughout New York State including overnights to areas not served by public transportation.
