Introduction The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information. NOTE: This position may be required to work in an emergency/disaster capacity according to assignment within the State Emergency Operations Center (SEOC) and according to the Consequence Management Operations Plan (CMOP), in the event of an incident or disaster. This may involve working 12-hour shifts for extended periods in support of 24-hour consequence management events or disasters. T****he duration of an activation and the number of employees needed depend on the type of event/incident. Not all employees are needed for an event. GRADE 16 LOCATION OF POSITION 7229 Parkway Drive Suite 200 Hanover, MD 21076 Main Purpose of Job This position directly reports to the Human Resources Manager in order to provide HR and timekeeping support and services for the Mission Support and Disaster Risk Reduction Directorates. This position is responsible for, and supports the HR Manager with coordinating and processing personnel related matters pertaining to human resources including recruitment, onboarding, timekeeping, retirement, health benefits, leave bank, classification services, and employee relations . The position will also support MDEM programs, projects, and activities related to the overall Department mission, and may be tasked to support other related Department programs, projects, and activities, as assigned by the Director of Mission Support, Secretary or Executive Director or their designee. POSITION DUTIES This position directly reports to the Human Resources Manager in order to provide HR and timekeeping support and services for the Disaster Risk Reduction Directorate. MINIMUM QUALIFICATIONS Experience: Six years and six months of experience, two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist. Notes Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years and six months of professional HR experience involving recruitment and employment service
