Job Description
Job Overview We are seeking our first-ever dedicated Human Resources Manager — a pivotal hire for Tomax as we continue to grow and professionalize our operations. This is a sole-contributor, hands-on role that blends tactical day-to-day HR administration with a strategic mindset for building a great place to work. You will be the go-to person for all things HR: from managing payroll coordination and benefits to resolving employee conflicts, maintaining legal compliance under California law, and shaping a positive workplace culture. You will work closely with the COO and senior leadership to implement policies, procedures, and programs that support our employees and advance our business goals. Duties HR Administration & Compliance Maintain and update all employee personnel files, HR records, and documentation in a legally compliant manner Manage and coordinate all new hire onboarding, including I-9 verification, orientation scheduling, and new employee paperwork Ensure company-wide compliance with California and federal employment laws, including wage-and-hour regulations, meal and rest break laws, leave policies (FMLA/CFRA/PDL), and anti-discrimination statutes Handle EDD unemployment insurance claims, SSNVS verification, and other government agency interactions Maintain and regularly update the Employee Handbook to reflect current law and company policy Administer and manage HR records within iSolved (HRIS), ensuring data accuracy and system integrity Payroll Coordination & Time & Attendance Coordinate bi-weekly payroll processing in iSolved, partnering with accounting to ensure timely and accurate payroll runs Review and audit employee time cards for accuracy; manage corrections, PTO tracking, and exception reporting Administer overtime tracking and ensure compliance with California overtime laws Serve as the primary point of contact for employee payroll questions and discrepancies Benefits Administration Manage all employee benefit programs, including group health, retirement plan, and voluntary benefits Lead annual open enrollment, coordinate with brokers, and communicate plan changes to employees Evaluate benefits renewals and assist leadership in benchmarking and selecting competitive carrier options Administer leave programs (medical, family, disability) and track usage in compliance with California law Serve as the primary liaison between employees and insurance carriers for claims, coverage questions, and escalations Employee Relations & Disciplinary Action Serve as the primary resource for managers and employees on HR policies, employee conduct, and conflict resolution Manage the full employee disciplinary process: conducting investigations, issuing written warnings, PIPs, and coordinating terminations in accordance with company policy and California law Document all disciplinary actions thoroughly; maintain legally defensible HR records Advise management on best practices for handling difficult employee situations to minimize liability and support a respectful workplace Conduct exit interviews and analyze turnover data to surface trends and recommend improvements Culture, Morale & Employee Engagement Design and implement employee engagement initiatives, recognition programs, and team-building activities that reinforce company values Act as a neutral, trusted presence for employees across all departments and levels Develop and track employee satisfaction metrics; analyze results and recommend actionable improvements to leadership Promote a culture of open communication, psychological safety, and continuous feedback Coordinate company events, milestone celebrations, and internal communications that build team cohesion Strategic HR & Organizational Development Partner with the COO and department heads to align HR strategy with business objectives Support workforce planning efforts, including headcount analysis, succession planning, and organizational design Lead or assist with job description development, compensation benchmarking, and job level/grade frameworks Manage the performance review cycle: develop templates, train managers, and track completion Identify training and development needs across the organization; source or facilitate relevant programs Drive process improvements across HR operations to increase efficiency and scalability Recruiting & Talent Acquisition Own the full-cycle recruiting process for open roles: job posting, applicant screening, interview coordination, reference checks, and offer letters Build and maintain a pipeline of qualifie
