Description Under the direction of the assigned manager, perform a variety of advanced-level technical and administrative human resource support functions including recruitment, applicant tracking, payroll administration, new employee orientation, research and providing information to staff and the public regarding hiring and recruitment policies and procedures, and labor agreements maintain a variety of confidential and sensitive personnel records and files. DISTINGUISHING CHARACTERISTICS: This is the journey level class in the Human Resources Specialist series. Human Resources Specialists perform technical and administrative support work for the District. This classification is allocated only to the Department of Human Resources. Responsibilities and Duties ESSENTIAL FUNCTIONS: In consultation with the hiring manager, may develop and implement recruitment plans for all classified, faculty and management vacancies at the College; establish deadlines for applications; prepare related online postings, job advertisements and other documentation; screen applications and review transcripts for minimum qualifications; schedule recruitment committee meetings and administers examinations to qualified applicants as appropriate. Explain District hiring and personnel policies to prospective candidates and applicants, coordinate with selection committees, and IT when necessary, to schedule interviews, provide guidance on use of District’s online applicant tracking system. Ensure regulatory compliance with applicable regulations and District polices and labor agreements; determine appropriate salary placement for new hires and promotions; conduct new employee orientations for new hires. Assist in the evaluation of recruitment efforts and development of long-range objectives. Monitors and tracks short-term/third-party/temporary employee management. Explain District human resources policies, procedures, and labor agreements to respond to questions and assist in the administration of District policies, procedures and labor agreements related to recruitment and selection. Maintain a variety of manual and computerized confidential personnel files and records; enter newly hired employee and short-term data in to personnel systems, update a variety of personnel information in support of payroll processing. Work with sensitive, confidential information and issues, using tact, discretion, and confidentiality. Perform a variety of administrative support duties related to meetings of the Board of Trustees; prepares confidential agendas and other documentation as requested; prepare a variety of correspondence including confidential business letters, reports and requisitions. Monitor and track employee evaluations, health screenings, and related items. Receive and monitor faculty professional growth plans and salary advancement requests; evaluate faculty transcripts as related to salary determination. Provide customer service support to internal and external customers; respond to inquiries and correspondence; prepare information, reports, and other documentation as required. Communicate with management, faculty, staff, students, members of the general public, and representatives from outside agencies. Process and monitor invoices; and process purchase orders and financial transactions, as required. Perform related duties and responsibilities as assigned. Qualifications Knowledge of: Principles and practices related to the human resources function. Bargaining unit contracts. Basic principles and practices of recruitment, orientation and related personnel functions. Methods and techniques of research and basic report preparation. Methods and techniques of business letter composition. Standard modern office procedures and equipment. Standard and modern computer methods and techniques, utilizing MS Word, Excel, Munis, S2020, NeoGov, FileMaker, the internet, etc. Pertinent federal, state, and local laws, codes and regulations. Ability to: Participate in recruitment, orientation, training, and related human resource functions. Meet deadlines and work under pressure. Organize and schedule work to maximize efficiency.
