Summary This position is located in the District of Columbia, Office of the Chief Technology Officer (OCTO), Agency IT Financials. OCTO's mission is to direct the strategy, deployment, and management of DC Government technology with an unwavering commitment to IT excellence, efficiency, and value for government, residents, businesses and visitors. The IT Specialist (Software Asset Analyst) is a strategic technology resource within the District of Columbia's Office of the Chief Technology Officer (OCTO), serving the broader District government with expertise in enterprise software governance. The role owns the complete lifecycle of software licenses, assets, and agreements across all District agencies and departments, with accountability for licensing compliance, cost optimization, data stewardship, and service delivery. A core responsibility of this position is building the governance infrastructure that enables sound software asset management — designing frameworks, policies, and standards that align with established Software Asset Management (SAM) methodologies and best industry practices, and that reflect the distinct requirements of a large public sector enterprise. Duties And Responsibilities Maintains an accurate, comprehensive software asset inventory across all District agencies, under OCTO’s purview using discovery and Information Technology Asset Management (ITAM) tools. Tracks software installations, deployments, versions, patches, and upgrades District-wide. Manages software asset lifecycle from sourcing through deployment, optimization, and retirement. Monitors end-of-life software and plan technology transitions and upgrades for district agencies. Configures complex licensing arrangements (floating licenses, named users, concurrent users, consumption-based models, and cloud subscriptions). Reconciles actual software usage and installations against licensed entitlements across agencies. Documents detailed software asset configurations and allocations by agency and department. Identifies licensing discrepancies, compliance risks, and optimization opportunities Analyzes multi-tiered pricing models, volume discounts, bundled licensing, and enterprise agreements. Evaluates alternative licensing models and deployment strategies for cost efficiency. Develops right-sizing recommendations based on actual usage and projections. Prepares cost analyses, budget forecasts, and ROI calculations; document savings achieved. Negotiates licensing terms, pricing, renewal conditions, and asset agreements with major software vendors. Manages vendor communications, performance issues, escalations, and SLA compliance. Prepares requests, conducts analysis and reconciles vendor asset reports, usage data, and entitlement documentation. Manages vendor audits, true-ups, and compliance reconciliation processes. Tracks government licensing discounts and public sector pricing programs. Generates regular software asset reports, metrics, and executive summaries for leadership and agencies. Maintains comprehensive, accessible software asset management database of all agreements and deployments. Prepares annual software asset assessments and strategic recommendations. Creates dashboards and visualizations showing utilization, compliance, and cost metrics. Generates compliance reports and audit documentation, as required. Performs other related duties as assigned. QUALIFICATION AND EDUCATION Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level in the District of Columbia government service, or its non-District equivalent. Specialized experience is experience that has equipped the applicant with the particular competencies’ skills, knowledge, and abilities to successfully perform the duties of the position and is typically in or related to work of the position to be filled. Specialized experience includes: advanced experience and skills in MS Excel for data analysis and financial modeling in order to develop reliable cost projections, perform reconciliation activities, and support data-driven licensing and budget decisions.
