Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 5/12/26 and 5/19/26. This position performs professional, technical, analytical work involving enterprise-wide system administration of the County’s complex heterogeneous wide-area network. Work involves the design, analysis, development, procurement, implementation, modification, repair and support of enterprise class large-scale complex hardware, software, database, network, audio visual and cyber security systems. Employees in this classification may direct the work of staff in lower classifications. Job Description: IT Systems Administrator 1 is the entry classification in this series. Incumbents deliver technical expertise in at least two defined technology areas and act as a specialist, providing consultation to customers and/or staff members in at least one other area. IT Systems Administrator 2 is the second and journey-level classification in this series. Employees in this classification possess in-depth experience regarding configuration, management and troubleshooting of enterprise software packages, network environments (routers/switches/firewalls/software defined networks),current server, virtual and storage environment technologies, understanding of TCP/IP and network management tools. These positions are differentiated from those in the IT Systems Administrator 1 classification by the greater complexity of work requiring a higher level of expertise and less supervision. Employees are required to be recognized experts in at least two defined technology areas. Defined Technology Areas include: Server/Data Center environment, Active Directory Administration, Database Administration, Server Virtualization, Storage Area Networks, Network management & security, Enterprise Software packages, Cyber Security and Audio/Visual technologies. Technical Expertise is defined as the ability to perform the majority of the functions in the defined technology area without assistance and to complete assignments that meet management and customer expectations. A Specialist is defined as having the depth of skill in the defined technology area to the degree that exceptional advice, consultation and technical work is provided to others and is evident when performing all work functions. A Recognized Exper t is defined as having recognition by management and peers of the ability to perform all functions in the defined technology area at the expert level. Proven experience in meeting or exceeding customer expectations. A team leader who has demonstrated a willingness to take the responsibility to prepare the County for future technologies. ESSENTIAL JOB FUNCTIONS Evaluates server, software, hardware and network service outages to ensure they are resolved in an orderly, timely manner and to reduce instances and recurrences. Prepares server, software, hardware and network systems documentation, cost estimates, procurement documents, status reports, meeting materials, newsletters, and budget and management reports. Assists, trains and serves as an escalation point for employees in lower classifications. Analyzes and resolves technical problems. Participates in and conducts meetings with customers, vendors and associated staff. Develops and maintains documentation of network architectures, troubleshooting of network issues, network data gathering, trending and analysis. Designs, tests and monitors backup and recovery processes to ensure the safe and smooth restoration of business operations in the event of technical failure or disasters. Manages, directs and performs installation and maintenance of servers, software, hardware and network systems at currently supported release levels; ensures that implementation conforms to departmental standards.
