About The Position The Department of Waste Resources is excited to announce an opening for a Junior Engineer or Assistant Engineer. The Junior Engineer is the entry level classification in the professional engineer series and will perform in office and in the field engineering work. The Junior Engineer will be reporting to the Department’s main office located in Moreno Valley and will be providing engineering assistance to the teams responsible for permitting, engineering design, and landfill operations at Badlands Sanitary Landfill (located in Moreno Valley) and Lamb Canyon Sanitary Landfill (located in Beaumont). The selected candidate will be responsible for conducting GPS field surveys, reading and interpreting field survey data to prepare topographic contour maps, perform engineering calculations, and prepare technical reports and plans such as Storm Water Pollution Prevention Plans in support of public works construction projects and landfill field operations. Additionally, the Junior Engineer will assist construction inspections during public works contracts to verify compliance with Contract Documents and may perform site maintenance and drainage inspections to analyze landfill site conditions as needed. Competitive Candidates Will Have A strong overall understanding of various civil engineering disciplines Familiarity with engineering software such as MicroStation, InRoads, AutoCAD, and Civil 3D. Highly Preferred Experience For Junior Engineer: An internship in construction or a closely related field. For Assistant Engineer Experience in geotechnical work and proficiency in AutoCAD. Candidates with a bachelor’s degree in Civil Engineering and a valid Engineer-in-Training (EIT) certificate issued by the California State Board of Registration for Professional Engineers are highly desired and encouraged to apply. The Junior Engineer is a natural progression underfill for the Assistant Engineer. Incumbents are eligible to promote to Assistant Engineer upon successful completion of their 1-year probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements. The Assistant Engineer is a natural progression underfill for the Assistant Civil Engineer. Incumbents are eligible to promote to Assistant Civil Engineer upon attaining a valid certification of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Advancement to the Associate Engineer level is obtained by competitive selection through an open recruitment. Junior Engineer: $38.62-49.42 Hourly Assistant Engineer: $41.32 -55.28 hourly Meet the Team! The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. Examples Of Essential Duties Assist in the design of roads, hydraulics, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls. Supervise and perform drafting, computing, checking, and direction of field operations involved in the gathering and compilation of field data for the design layout and construction of highways, flood control channels, subdivisions, drainage structures, wells, sewer systems, parks, buildings, waste disposal, and other projects. Perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures; review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies. Assist and advise permit applicants with engineering and related problems. Prepare and review maps; calculate and plot the results of field surveys. May inspect the construction of projects under contract. Perform field tests and take samples for laboratory tests of materials; prepare estimates for projects planned or under construction; prepare reports. Minimum Qualifications Junior Engineer Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field.
