The Legislative and Strategic Affairs Manager will: Work externally and internally to ensure Medical Assistance Division (MAD) fulfills its obligations to the Legislative Finance Committee (LFC), critical partners/stakeholders as determined, and to legislative mandates; Report directly to the Federal Relations Manager/Policy Advisor, while providing support as necessary; Perform as primary point of contact for Legislative Finance Committee (LFC), National Association of Medicaid Directors (NAMD), and other partners/stakeholders as determined; Oversee all MAD-LFC, NAMD, and partner/stakeholder communications as determined; Oversee MAD-LFC and partner/stakeholder meetings as determined; Attend NAMD meetings and represent New Mexico Medicaid; Oversee staff responsible for strategic support, while providing guidance as necessary to ensure compliance and tracking systems are maintained; Ensure all LFC, NAMD, and partner/stakeholder deadlines are met through the management and tracking of deliverables, requests, and inquiries; Provide guidance and policy interpretation to staff, while facilitating clarification and guidance to LFC, NAMD, and partners/stakeholders; Oversee legislative mandates assigned to ensure implementation and reporting occurs within required deadlines; Provide education and leadership trainings as necessary to ensure program understanding and efficiency; Provide coverage for Federal and Strategic Relations. How does it get done? The Legislative and Strategic Affairs Manager is responsible for: Researching, composing, and coordinating the development and submission of MAD communications, responses, reports, deliverables, letters, data, and information to LFC, NAMD, and partners/stakeholders by established due dates, while developing and maintaining required trackers and records; Preparing presentations and visual one-pagers as necessary; Researching, composing and coordinating education and clarification to LFC, NAMD, and partners/stakeholders providing policy interpretation, guidance, and presentations; Reviewing LFC prepared reports providing contributions, facilitating and finalizing staff feedback, and coordinating meetings with LFC and HCA representation at hearings; Coordinating with the Centers for Medicare and Medicaid Services (CMS) and Medicaid 1115 Demonstration Waiver Manager to submit clarification requests to CMS for policy interpretation and guidance, adhering to public notice and hearing requirements related to waivers, leading partner/stakeholder meetings to inform Medicaid program design including waiver and/or State Plan development, addressing legislative mandates, and other critical activities as necessary; Participating during the legislative session providing bill analyses and program impacts; Leading legislative mandates as assigned through project management and the completion of implementation activities within required deadlines; Informing legislation through research and analysis of state Medicaid delivery systems and New Mexico's landscape proposing innovative solutions for program refinement; Coordinating, facilitating, and leading routine meetings with LFC and partners/stakeholders, preparing and contributing to agendas and presentations, and ensuring appropriate representation; Attending routine NAMD meetings taking comprehensive notes and issuing assignments to staff to ensure the execution of timely action items; Monitoring and analyzing NAMD, CMS, and other communications concerning Medicaid policy to evaluate program impacts and leading action items strategically; Overseeing Strategic Support Specialist(s) ensuring the development and maintenance of all
