Job Description
Role : Litigation Financial Analyst / Investigator Work location : 450 Golden Gate Avenue, 11 th Floor San Francisco, CA 94102 Duration : 3 years Agency : United States Attorney’s Office, Northern District of California Summary Provide financial analyst/investigator services in support of criminal and civil debt collection investigations, working in conjunction with Assistant United States Attorneys (AUSA), other financial analysts, paralegals, and debt collection agents in the Financial Litigation Program (FLP). Assist in conducting investigations involving criminal and civil debts. Services include analysis of documents associated with complex transactions or series of transactions, as well as obtaining and analyzing financial, banking, accounting, and tax records to trace the movement of funds, identify assets for collection, and assess a debtor’s ability to make payments. Work collaboratively with AUSAs and other members of the FLP. Job Responsibilities a. Plan and conduct financial analyses of individual, partnership, and corporate judgment debtors. Perform detailed reviews of relevant financial information, including financial statements, credit reports, tax returns, insurance information, real property escrow and lending materials, bank statements, and loan applications to third parties, with a focus on determining the collectability of assets. b. Prepare detailed financial analysis reports for FLP AUSAs and FLP staff, providing clear conclusions regarding debt collectability. Reports should emphasize assets readily available to satisfy judgments, assets recoverable under the Federal Debt Collection Procedures Act, and recommendations for further investigatory work. c. Draft written discovery documents, including interrogatories, requests for production of documents, and subpoenas, to obtain information supporting financial analyses. Sources of discovery include defendants, family members, businesses, banks, brokerages, title insurers, and lenders. d. Obtain and evaluate the results of computerized database searches, public record information, judgment and lien information, Secretary of State records, and publicly filed financial information available from entities such as the Securities and Exchange Commission. e. Provide a variety of ancillary office support functions. Minimum Requirements BS/BA degree in accounting, business, economics, finance, or related field of study. Must have at least four (4) years Accounting/Financial Management experience. Experience in Accounting/Financial Management in a Federal Government environment preferred. Advanced proficiency in Microsoft Office programs (Excel, Word, Access, Outlook, Visio, PowerPoint), Adobe, and the ability to learn DOJ computer programs. Must be eligible for and maintain a Public Trust background clearance Benefits : Base salary based on job, experience and skill level.
