JOB Local Redevelopment Agency Program ManagerJob DetailsJob ID: Local Redevelopment Agency ProCategory: Public WorksStatus: OpenPosted: May 7, 2026 9:30 AMClosing: May 21, 2026 5:30 PMThe City of Riverbank is seeking a motivated and experienced Local Redevelopment Agency Program Manager is a journey-level professional program management classification in which the incumbent is expected to independently perform the full scope of administrative, analytical, redevelopment, grant, contract, budgetary, and management support duties within the assigned program area.Under general direction, performs a wide variety of professional administrative, analytical, program management, and redevelopment support duties for the City’s local redevelopment agency program and Executive Director; manages assigned redevelopment and reuse activities, public improvement projects, grant writing and administration, contract management, financial analysis, budget development, community engagement, and strategic communications; coordinates with the Department of Defense, United States Army, United States Army Corps of Engineers, master developer, contractors, and regulatory agencies regarding the former Riverbank Army Ammunition Plant and the Riverbank Industrial Complex; conducts research; prepares reports and recommendations; and performs related duties as assigned.Recruitment Timeline: (Subject to Change)• Opening Date: Thursday, May 7, 2026• Final Filing Deadline: Thursday, May 21, 2026 @ 5:30 p.m. 1st Interview Tentative Date: Thursday, June 4, 2026• 2nd Interview Tentative Date: Thursday, June 11, 2026Essential Functions: Manages and coordinates assigned redevelopment, reuse, and program administration activities for the City’s local redevelopment agency program, including activities associated with the former Riverbank Army Ammunition Plant and the Riverbank Industrial Complex. Assists in the oversight of redevelopment and reuse efforts for the Riverbank Industrial Complex and assists the master developer in complying with applicable Army lease requirements until property conveyance is completed. Serves as a liaison between the City/local redevelopment agency, Department of Defense, United States Army, United States Army Corps of Engineers, regulatory agencies, master developer, contractors, subcontractors, community stakeholders, and other public agencies on redevelopment, BRAC-related, compliance, and project issues. Monitors work performed at the Riverbank Industrial Complex by contractors and subcontractors; coordinates site-related project activities; tracks performance, deliverables, schedules, and compliance requirements; and identifies and elevates issues requiring management action. Initiates, coordinates, and monitors environmental cleanup, operations and maintenance, capital improvement, construction, and public improvement projects related to the Riverbank Industrial Complex. Researches, identifies, prepares, and administers grant and funding applications; coordinates grant compliance, reporting, reimbursement, and closeout activities; and uses web-based federal reporting systems and related technology platforms. Manages and administers contracts, leases, agreements, amendments, requests for proposals, and related procurement activities. Prepares, reviews, analyzes, and presents administrative, financial, statistical, technical, and program reports; compiles data; conducts research and policy analysis; and develops findings, recommendations, correspondence, agenda materials, and presentations. Coordinates community engagement and strategic communications regarding redevelopment, reuse, funding, environmental cleanup, and conveyance activities; responds to inquiries from public agencies, stakeholders, contractors, community representatives, and the public. Participates in long-term planning and implementation of redevelopment strategies, property transfer activities, land disposition and development processes, and operational plans for the Riverbank Industrial Complex. Maintains confidential, technical, financial, grant, contract, project, and program records; ensures documentation is accurate, complete, and maintained in accordance with applicable laws, policies, grant requirements, contract provisions, and audit standards. Operates standard office equipment and a variety of software applications, including word processing, spreadsheet, accounting or financial systems, web-based federal reporting platforms, and specialized applications such as GIS or related project management tools. Establishes and maintains positive working relationships with representatives of community organizations, federal, state, and local agencies, City management and staff, contractors, consultants, developers, regulatory agencies, and the public.
