Job Description Position Summary A Land Rehabilitation and Maintenance (LRAM) Heavy Equipment Operator with Commercial Driver's License (CDL) position is available at Pohakuloa Training Area (PTA), HI, with Colorado State University ( CSU ) and the Center for Environmental Management of Military Lands ( CEMML ). The position will provide LRAM support for the US Army Garrison ( USAG ) Hawaii Integrated Training Area Management (ITAM) Program at PTA. This position will operate wheeled loaders, dump trucks, water trucks, and other heavy equipment as needed for the purpose of completing land rehabilitation projects. Primary functions are soil stabilization and dust suppression on Army lands. This position will also require operational maintenance and inspections of all equipment for operational readiness and safety, as well as tracking and preparing weekly progress reports. The Center for Environmental Management of Military Lands (CEMML) is an independent nonprofit service and research department‐level unit within the Warner College of Natural Resources at Colorado State University (CSU) in Fort Collins, CO. Essential Job Duties Operate heavy equipment to complete LRAM projects, including but not limited to 10-to-25-ton dump trucks (25-ton off-road dumps at some locations), dozers, motor graders, front-end loaders, agricultural tractors, vibratory compactors, scrapers, forestry mowers (FECON), track hoes, and backhoes Conduct repair, maintenance, and reconfiguration activities in support of Army training missions, including mechanized brush and small tree removal, thinning and clearing (rotary cutter, FECON, Hydro-Ax) Apply gravel and aggregate, rip rap, and articulated/cable concrete Create and maintain turnouts and diversion ditches along tactical-use maneuver and movement trails Perform operational maintenance and inspections on equipment to ensure readiness and safety; make minor adjustments and perform operator-level maintenance as needed Track project progress for monthly and quarterly reports Fulfill other duties as necessary to support the mission and sub-missions of the ITAM program and DPTMS, as approved by the Installation Point of Contact Conditions of Employment Pre-employment Criminal Background Check (required for new hires) Valid driver's license required, or ability to obtain one by the employment start date Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance Required at a minimum to complete a NACI/SF85 and successfully pass a federal background check Must be legally authorized to work in the United States by the proposed start date; CEMML does not provide visa sponsorship for this position Supervision None Minimum Qualifications 5 years of professional experience High school Diploma, General Education Development (GED), or equivalent Valid Commercial Driver's License (CDL) Class A with tanker endorsement required Experience operating and maintaining heavy equipment Ability to work outdoors and perform strenuous labor under all weather conditions (e.g., heat and humidity). Ability to repeatedly lift 40 pounds Preferred Qualifications Knowledge and experience necessary to facilitate: Work site revegetation Land clearing Site preparations Soil stabilization Experience with land rehabilitation, horizontal construction techniques, and erosion control practices specific to State and/or EPA-approved Best Management Practices (BMPs) required to achieve compliance with the Clean Water Act (CWA). Working knowledge and experience working with the Department of the Army or other federal land-management agencies. Experience working on military lands, specifically in the Integrated Training Area Management (ITAM) program. Experience working in a highly structured organization and knowledge of DoD instructions, directives, guidance, and processes.
