Job Description Job Posting Open Until Filled Salary Range: $51,035.56 - $69,000.00 Hiring Department: Department of Grants and Community Development General Description and Classification Standards: Performs a wide variety of analytical and data management work related to an assigned department's operations and management systems. Collects and organizes data from systems, surveys interviews, or other sources and develops summaries and observations. Performs analyses of operational processes, efficiency, and effectiveness, of organization strategic goals and financial plans and budgets. May maintain ongoing operational reporting processes and produce periodic organizational reports. Based on Department other duties may include: This position involves overseeing federally funded contracts within the HOPWA program, ensuring compliance with all grant program policies and procedures, underwriting federal subsidies, and providing risk analysis and project oversight. Additionally, the role entails assisting with legislative preparation and review, completing HUD trainings, evaluating project applicability and environmental reviews, and fostering relationships with project sponsors. Within the Technical Services Department for Watershed Management, responsibilities include overseeing projects, coordinating with project managers, vendors, crews, and other city departments, and ensuring seamless project execution. This involves managing invoices, accessing Oracle for financial reporting, utilizing systems like Hansen for work orders, and developing operational procedures. Coordinating staffing, training, evaluations, and budgeting for the Ethics Office, serving as a liaison between IT and other business units, managing office onboarding, budgeting, and inventory, and providing support for various office functions are also key aspects of the role. Supervision Received: Works under very general supervision, independently or as a team member in carrying out assignments. Performs specialized analyses of department operations, processes, productivity, and effectiveness. Maintains ongoing reporting and analysis systems to provide continuing indicators of department performance and trend analyses. Develops specialized reports of department or external trends, developments, issues, etc. for use in strategic planning, goal setting , budget development, etc. Participates as a member of department and cross-organization teams to improve processes and productivity. Plans and carries out special research or analysis projects as needed. Prepares reports and presentations of findings and recommendations. Presents to senior department leadership, the Mayor's staff, and/or to Council. Determines priorities, work methods, and work timeline in assignments. Uses judgment and discretion in developing recommendations. Based on Department other duties may include : Manages a variety of federally funded contracts, including but not limited to HOME, HOME-ARP, CDBG, CDBG-CARES Act, ESG, ESG-CARES Act, HOPWA, and HOPWA-CARES Act, ensuring compliance with grant program policies and procedures. Underwrites federal subsidies, providing risk analysis, project management, and oversight for contracts in compliance with federal regulations. Participates in monitoring sub-recipients, both desk , onsite, or virtually, to ensure program compliance. Works with Financial Analysts to track and manage projects, including program income received . Completes assigned HUD training and participates in quarterly sub-recipient training, providing technical assistance as needed. Coordinates project management activities, meetings, resources, and information for the PMO team. Liaises with Project Managers, internal customers, and directors to define project requirements, scope, objectives , and risks. Acts as a point of contact for project status communication and maintains comprehensive project documentation. Supports internal programs and special events , providing administrative and logistical support. Maintains and updates office documentation, including training rosters, organizational charts, and leave of absence records. Coordinates and partners with HR for office vacancies, onboarding new hires, and personnel transactions. Oversees training and learning management systems, ensuring training needs are met for office personnel.
