With a strong emphasis on infrastructure development, community engagement, and innovation, the City of Menifee continues to enhance the quality of life for its diverse and dynamic populationTHE DEPARTMENT The Public Works Department plays a vital role in shaping the city’s infrastructure and supporting responsible development. The Engineering Division is responsible for reviewing and permitting all land development maps and plans, ensuring that proposed projects meet city standards and regulations. It manages agreements with developers to guarantee the installation of public improvements as required for project approval, also reviews detailed plans and specifications for public infrastructure, oversees grading and construction activities related to private development. The Capital Improvement Program Division leads the design and construction of city-funded public works projects. In addition, the department coordinates with neighboring cities and regional agencies on collaborative projects that benefit the Menifee community. Through these efforts, the Engineering Department ensures safe, efficient, and sustainable growth across Menifee.THE OPPORTUNITYThe Management Analyst II position will be stationed within the Engineering Department’s Capital Improvement Program (CIP) Division and will be responsible for delivering high-level analytical, administrative, and project support that directly advances the City’s infrastructure goals. This role offers the chance to contribute to complex CIP planning, budgeting, contract administration, and program evaluation while working closely with engineers, project managers, and City leadership. The successful candidate will play a key role in developing policies and procedures, monitoring project and division budgets, conducting operational and financial analyses, preparing reports for City Council and committees, and coordinating with outside agencies and the community. EXAMPLE OF DUTIES The Management Analyst II will be responsible for, but not limited to, the following: Support the Capital Improvement Program (CIP) by performing analytical, administrative, and project-level work that assists in planning, budgeting, scheduling, and monitoring City infrastructure projects.Develop, administer, and monitor CIP budgets, including revenue projections, expenditure tracking, multi-year cash flow analysis, and identification of budgetary issues or funding needs.Prepare, review, and manage contracts, agreements, and procurement documents related to engineering and CIP projects; ensure compliance with City, State, and Federal requirements.Conduct complex analytical studies related to CIP operations, financial impacts, and process improvements; develop and present recommendations.Assist in policy development and implementation for CIP procedures, and administrative practices within the CIP Division.Prepare City Council staff reports, presentations, resolutions, and supporting documentation for CIP-related items.Coordinate CIP activities with internal departments, external agencies, consultants, and contractors, ensuring timely communication and project alignment.Research and pursue alternative funding sources, including grants, reimbursements, and special funding programs; ensure compliance with reporting and audit requirements.Maintain and improve CIP record-keeping systems, including project files, financial records, schedules, and reporting tools.Participate in the development and refinement of project tracking systems, performance metrics, and
