Job Description
Position Summary This position is funded by a grant for a duration of time as defined by the grantor. Works under the supervision of the manager to provide support to the regional public health emergency preparedness by ensuring federal funds are effectively directed to preparedness programs. Develops and manages the Medical Countermeasures (MCM) plan to ensure the Memphis Metropolitan Statistical Area (MSA) can deliver countermeasures to the entire CDC-defined population within 48 hours during public health emergencies. Pay Grade: 53 Salary Commensurate with Experience and Education Minimum Qualifications Three (3) years of experience in public health and emergency preparedness, of which one (1) year of experience in programming management working with the strategic national stockpile (SNS) and Medical Countermeasures; AND Bachelor’s degree from an accredited college or university in public health, health administration, or a closely related field; OR An equivalent combination of related education and/or experience. Certification in the Incident Command System (ICS 100, 200, 300, 700 and 800) is required. Working with cities readiness initiative programs is preferred. Unrestricted Tennessee Medical licensed (Paramedic, RN, etc.) is preferred. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities Develops and manages the Medical Countermeasures (MCM) plan to ensure distribution to the entire Memphis MSA population within 48 hours. Directs Open and Closed Points of Dispensing (POD) operations and personnel to support mass distribution to approximately 1.3 million residents. Leads and sustains the Cities Readiness Initiative (CRI) program in alignment with CDC requirements. Coordinates multi-jurisdictional emergency operations and communication systems across Tennessee, Arkansas, and Mississippi partners. Oversees public information strategies to deliver timely, accurate, and consistent messaging during MCM distribution events. Ensures security protocols are in place to safeguard personnel, facilities, and assets involved in MCM operations. Conducts site assessments and readiness reviews for receipt and distribution of Strategic National Stockpile (SNS) assets. Collaborates with internal and external partners, supports Emergency Operations Center (EOC) activities, and implements improvements based on CDC Technical Assistance Reviews. Oversees the SCHD PHEP Cache of equipment and supplies. Performs other related duties as required or directed. KSAs Thorough knowledge of emergency preparedness principles and public health practices. Knowledge of Strategic National Stockpile (SNS) and Cities Readiness Initiative (CRI) programs. Strong organizational, critical thinking, and decision-making skills. Excellent written and verbal communication skills, including the ability to prepare reports, present information, and respond to sensitive inquiries. Ability to prioritize, organize workflows, use time effectively, and maintain attention to detail. Ability to work effectively with a diverse workforce and community by fostering inclusive collaboration and maintaining respectful professional relationships to support public health initiatives. Proficient knowledge in MS Office (Excel, Word, and PowerPoint) and other County software applications. Special Requirements Must possess a valid Tennessee driver's license or secure one by date of employment. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment. Work will require travel to locations outside of the office. Must be willing to carry a work cellular phone. May be required to work extended hours, including weekends, and be available to work on call during an event. Must maintain all required licenses, certifications, and training credentials throughout the duration of employment.
