Manager, City Operations The Manager, City Operations sits within the City Operations team and reports to the Senior Manager, City Operations. In this role, you will lead the integrated planning and delivery of city services for a defined portfolio of LA28 competition and non-competition venues. You will serve as a relationship manager with municipal partners and play a key role in coordinating external operations (activities outside of Olympic Venues) across functional areas to support seamless Games-time execution. In this role, you will develop integrated operational plans for a subset of LA28 venues by coordinating requirements across internal teams (e.g., transportation, security, and venue management) and external municipal partners, including city managers and service departments. You will coordinate stakeholder planning sessions, negotiate and document service delivery commitments, and build strong working relationships to shape world-class Games-time operations for athletes, spectators, and local communities. Key Responsibilities Relationship building Serve as a reliable point of contact for municipal counterparts, maintaining consistent communication Coordinate and facilitate recurring planning sessions with City partners to co-develop detailed operational plans Support negotiations for business- critical agreements with external operations partners Operations analytics Analyze operational data and planning models to refine requirements for city services Co-create service level estimates, schedules, and payment assumptions with municipal partners for assigned venues Translate risks and analytical insights into planning adjustments and clear updates for LA28 leadership Internal integration Manage relationships and day-to-day coordination with internal stakeholder teams to support cross-functional collaboration Drive structured cross-functional planning sessions to align timelines, surface interdependencies, and resolve gaps between LA28 organizational and municipal plans Contribute to OCOG-wide readiness activities, including tabletop exercises, games-time simulations, and incident escalation planning CTY Operations team management Prepare concise briefing materials for leadership team Develop and manage milestone plans, track progress of key CTY deliverables and ensure timely execution for each assigned venue Lead the development of Games-time staffing plans for your assigned venues, defining roles, responsibilities, training needs, and staffing schedules for City Operations personnel Background & Requirements: Bachelor’s degree, or equivalent experience, required 5+ years of experience in operations, project management, event delivery, or a related field, or 3-5 years management consulting in related fields Proficiency with common planning and productivity tools, such as Excel, PowerPoint, and other project management platforms and shared documentation systems Demonstrated success managing complex, multi-stakeholder projects, including aligning partners around shared objectives, resolving operational issues, and driving projects from planning through execution Strong analytical skills, with experience developing operational estimates, schedules, budgets, or service-level assumptions Excellent communication and relationship-management abilities, with the ability to build trust, facilitate discussions, and translate technical or operational details into clear actions
