JOB About UsSouthwest Florida International Airport (RSW) is an award-winning, medium-hub commercial service airport that served more than a record-breaking 11.1 million passengers in 2025 and is one of the top 50 airports in the United States for passenger traffic. Sixteen airlines serve RSW with nonstop service to more than 70 markets, including Canada and Germany. Page Field (FMY), an FAA-designated reliever airport, provides services to general and business aviation and accommodated more than 160,000 aircraft operations in 2025. Base Operations at Page Field is an award-winning, fixed-based operator and has been recognized for its customer service and facilities.Terminal Expansion projects are currently underway at RSW to improve the airport travel experience by consolidating the security checkpoints, adding concession space and providing passengers more amenities and options. In addition, a new Concourse E is being constructed with 14 gates, as well as other terminal, landside and airside improvements.The anticipated annual salary for the ideal candidate is between $91,131.00 and $105,000.00The PositionThe Lee County Port Authority is seeking a skilled and highly motivated manager to join our engineering and construction team where you will enjoy a positive and supportive work environment in the aviation industry. This role is primarily responsible for the day-to-day coordination of $100M+ engineering and construction projects at the Southwest Florida International Airport and the Page Field General Aviation Airport.The primary goal of this individual is to keep all projects on schedule, under budget and fully coordinated. This position requires a significant amount of experience in the management of multi-disciplined architectural, engineering, and construction improvement projects.Minimum QualificationsA valid Florida driver's license required within 30 days of hireA Bachelor's degree in engineering, architecture, construction management/science or related field or a combination of education and experience, which demonstrates ability to perform duties effectively, may be consideredFive years' experience in engineering, construction contract administration/management, program management with increasingly demanding management responsibility on large government, public works or airport improvement projects preferredExtensive experience in managing professional service contracts and staffGeneral knowledge of engineering principles, professional services contracts, construction administration and construction management principles, and other project development concepts and techniquesAbility to effectively communicate verbally with consultants, contractors, regulatory agencies and staffMust be efficient with computers and technology (Microsoft Office and Google Workspace)Ability to obtain a Security Identification Display Area (SIDA) clearance, pass a drug screening, and TSA background checkA professional engineering license in the state of Florida or the ability to obtain one within one year is preferredCertification as a Professional Engineer (PE), Architect, Certified Construction Manager (CCM), Program Management Professional (PgMP), Project Management Professional (PMP) or equivalent preferred EXAMPLE OF DUTIES Key ResponsibilitiesDemonstrates a high degree of independence, effective communication, construction knowledge expertise, and strong negotiation and leadership skillsManages project scope and intent while independently addressing project-related issuesInspects construction sites and ongoing projects in person, requiring traveling over uneven terrain, climbing ladders, climbing stairs, or using heavy equipment to access raised and/or multilevel structuresEstablishes project budgets, reviews schedules, and manages design and construction coordinationProvides recommendations to the department director and, on occasion, executive staffPrepares, negotiates, and administers contracts for engineering, architectural design, construction administration, and management servicesOversees adherence to standards, quality control, and contract enforcementManages consultants for project deliverables, including budgets, cost estimates, reports, scopes, construction documents, and permitsSupervises departmental staff, ensuring contract documents align with company objectivesOperates a Port Authority vehicle to travel on airside property and to multiple sites or facilitiesEmergency Response/Recovery Activities: Lee County Port Authority personnel are designated by tier levels and may be called upon to assist with an emergency or unforeseen event at any time.
