Reports to: Director - NYISP Planning Strategy Work Type: Office Location (s) Rochester, NY Binghamton, NY The base salary range for this position is dependent upon experience and location, ranging from ($123,300 -$160,400). Job Summary This position oversees the team responsible for the development, analysis, implementation, maintenance, evaluation, measurement, and verification (EM&V) of distributed energy resources (DER) which are part of the Non-Wires Alternatives (NWA) and Non-Pipes Alternatives (NPA) programs in New York. This position also leads the advancement of other key clean energy initiatives, as appropriate, such as utility thermal energy networks. Specifically, this position will be responsible for: Leading a team of Engineers and Analysts. Providing strategic direction and overseeing all NWA/NPA program portfolios in New York throughout the entire NWA/NPA process from opportunity identification to contract execution and administration. Managing all budgeting, forecasting, and reporting requirements for the NWA/NPA programs. Acting as the intermediary between the NWA/NPA team and other internal groups regarding progressing NWA/NPA projects towards contract execution and implementation. Establishing and maintaining positive internal and external stakeholder relationships including those with regulators. Key Responsibilities Lead a team that includes Engineers and Analysts to: Identify NWA/NPA opportunities through the application of suitability criteria to planned capital projects. Oversee the development of NWA/NPA opportunities and associated sourcing process including Requests for Proposals (RFPs). Provide strategic support and guidance to the team during evaluation of responses to NWA/NPA RFPs. Review Benefit Cost Analysis (BCA) evaluations on potential NWA/NPA projects performed by the team. Act as a liaison between NWA/NPA team and other internal groups as NWA/NPA projects progress towards completion. Support NWA/NPA contract negotiations. Support NWA/NPA EM&V requirements. Manage all budgeting, forecasting, and reporting functions for the NWA/NPA team. Prioritize the NWA/NPA team’s workload, delegate tasks, and ensure sufficient coverage of key responsibilities. Provide other strategic, analytical, technical and business case support to the NWA/NPA team and the New York Integrated System Planning (ISP) organization to facilitate effective incorporation of DER projects within the ISP model. Required Qualifications Bachelors Degree with a minimum of 7 years relevant experience required. Knowledge of the electric and gas transmission and distribution system. Demonstrated understanding of utility operations and positive stakeholder interactions. Demonstrated understanding of DER planning and system impact. Demonstrated project management experience. Preference given to previous management experience. Demonstrated experience working with and across functional departments. Experience advancing competitive procurements. Experience supporting the implementation of complex initiatives.
