Summary This Nursing Assistant Position is a full-time position within the Community Living Center at the Corporal Michael J Crescenz Department of Veteran Affairs Medical Center in Philadelphia, Pennsylvania.This job is open to The public U.S.Citizens, Nationals or those who owe allegiance to the U.S.Federal employees - Excepted service Current federal employees whose agencies have their own hiring rules, pay scales and evaluation criteria.Clarification from the agency This job announcement is open to all US Citizens.ANNUAL DETERMINATION OF STAFFING SHORTAGES:This position is listed on the Annual Determination of Staffing Shortages for FY26 which waives Veterans Preference for hard to fill Hybrid vacancies.Veterans are still encouraged to apply and will be given full consideration.Duties Duties and responsibilities include but are not limited to:GS-3 Level:The Nursing Assistant (NA) at this level is the entry level nursing position; the candidate will be provided opportunities to develop basic nursing skills in order to provide care to patients/residents with acute to chronic conditions in a health care setting.Individuals assigned as GS-3 NA's are considered to be at the entry and are monitored and closely supervised.The significant factor is that they provide care under close supervision and refer issues/questions to supervisors, higher graded NA's, or other healthcare professionals.GS-4 Level:The Nursing Assistant (NA) at this level is considered to be at the intermediate or developmental level and is closely supervised.The NA at this grade level is learning to provide complex nursing care independently as a member of the nursing care team by assisting higher graded NAs, licensed nursing staff, and other members of the care team.The significant factor is that they provide care under close supervision, are learning to perform complex nursing skills, and will refer issues/questions to supervisors, higher graded NAs, licensed nursing staff or other healthcare professionals.GS-5 Level:This is the full performance level for Nursing Assistant (NA) occupation 0621 series.The NAs at this grade level function as a member of the nursing care team and assist licensed nursing staff in the care of patients/residents receiving preventive, acute, sub-acute chronic, maintenance, and hospice care.The distinguishing factor is that patient/resident assignments typically involve more complex nursing needs which can vary within a range of predictable to unpredictable requirements.The NA at this level also assumes a peer education/mentorship.Work Schedule:To be determined by Hiring Manager.Compressed/Flexible:Not available.Telework:Not available.Virtual:This is not a virtual position.Financial Disclosure Report:Not required Requirements Conditions of employment You must be a U.S.Citizen to apply for this job.Selective Service Registration is required for males born after 12/31/1959.Must be proficient in written and spoken English.You may be required to serve a probationary period.Subject to background/security investigation.Selected applicants will be required to complete an online onboarding process.Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).Qualifications Applicants should be fully qualified by the close of this announcement.Basic Requirements:United States Citizenship:(Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Experience or Education or Training:Six months of general experience.Experience must demonstrate the ability to acquire the knowledge and skills to perform the work of a NA; OR One year above high school with courses related to the Nursing Assistant occupation; OR Completion of an intensive, specialized, occupation-related course of study of less than one year as a nursing assistant may also meet in full the experience requirements for GS-3.Physical Requirements.See VA Directive and Handbook 5019, Employee Occupational Health Service for requirements.English Language Proficiency:Nursing Assistants must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.Grandfathering Provisions:May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).GRADE REQUIREMENTS Creditable Experience.Knowledge of Current Practice.To be creditable, the experience must have required the use of knowledge, skills, and abilities associated with the current practice.Quality of Experience.To be creditable, NA experience must be documented on the application or resume and verified in an employment reference, or through other independent means.Part-Time Experience.Part-time experience as a NA is creditabl
