Job Description
We are seeking a Mid-Level Application Developer with experience in Oracle Federal Financials, Oracle Application Framework (OAF), and Oracle SOA Suite to support the development, enhancement, integration, and maintenance of federal financial systems. The ideal candidate will work closely with functional teams, business stakeholders, and technical architects to deliver scalable, secure, and compliant solutions aligned with federal financial regulations and reporting requirements. US Citizenship Required. Hybrid 1-2 days/week on site in Washington, DC. Key Responsibilities Design, develop, test, and deploy enhancements within Oracle Federal Financials, including modules such as GL, AP, AR, and Budgetary Control Collaborate with functional analysts to translate business requirements into technical solutions Develop and maintain SQL and PL/SQL packages, procedures, triggers, functions, and database objects Customize and extend Oracle applications using Oracle development tools, including Oracle Forms, Reports, Oracle APEX, Oracle Application Framework (OAF), and Oracle SOA Suite Develop, customize, and maintain OAF pages, extensions, personalizations, and related Oracle EBS web-based components Develop, configure, and troubleshoot SOA-based integrations, BPEL processes, web services, adapters, and middleware components Support integrations between Oracle Financials and external systems using Oracle SOA Suite, APIs, REST/SOAP web services, interfaces, and data conversion tools Troubleshoot and resolve application defects, performance issues, integration failures, and data discrepancies Assist in data migration, system upgrades, patch implementations, and release deployments Ensure compliance with federal financial standards and reporting requirements, including USSGL, GTAS, and DATA Act Participate in code reviews, testing cycles, sprint planning, backlog grooming, and deployment activities Document technical designs, configurations, interfaces, customizations, and standard operating procedures Support Agile or hybrid development methodologies Required Qualifications Bachelor’s degree in Computer Science, Information Systems, or related field 5–8 years of application development experience, with at least 2–3 years supporting Oracle Financials Hands-on experience with Oracle Federal Financials or Oracle Cloud for Government Strong proficiency in SQL and PL/SQL development Experience with Oracle development tools, including Oracle Forms, Reports, APEX, Oracle Application Framework (OAF), and Oracle SOA Suite Hands-on experience developing and supporting OAF customizations, extensions, personalizations, and Oracle EBS web-based application components Hands-on experience with Oracle SOA Suite, including BPEL processes, web services, adapters, middleware integrations, and troubleshooting Knowledge of federal financial business processes and compliance requirements Familiarity with federal reporting tools and requirements such as GTAS and DATA Act reporting Experience with system integrations, REST/SOAP web services, SOA-based services, APIs, and data interfaces Understanding of Agile or hybrid delivery methodologies Strong analytical, problem-solving, and communication skills Preferred Qualifications Experience supporting federal agencies or government contractors Exposure to Oracle E-Business Suite (EBS) or Oracle Fusion Cloud Financials Knowledge of DevOps tools, CI/CD pipelines, and version control systems, such as Git Familiarity with AWS or cloud-hosted Oracle environments Experience with reporting tools such as Oracle BI, OTBI, or BI Publisher Experience supporting financial system modernization, upgrades, or cloud migration initiatives Work Environment Hybrid work model: 1-2 days onsite in Washington, DC at client location May require occasional onsite support during releases, upgrades, patching, or critical financial reporting periods
